A Luoi 2 Commune strives to meet new rural standards by 2030

A Luoi 2 Commune was established on the basis of the arrangement and merger of 4 administrative units including: A Luoi town, Quang Nham, A Ngo and Hong Bac communes, with a natural area of 97.62 km2 and a population of 20,496 people. The commune has a high population density, is an area where many activities in the fields of culture, education, health, finance, banking and large commercial services of A Luoi district (old), which is an important foundation for urban economic development in the future.

The commune Party Committee has 46 subordinate party organizations. During the past term, the Party Committee has implemented the work of building and rectifying the Party and the political system synchronously, achieving positive and quite comprehensive results. The socio-economic infrastructure has been strengthened, the urban and rural areas have undergone many changes, old communes such as A Ngo have met the new rural standards (NTM), and Quang Nham and Hong Bac communes are approaching the NTM criteria.

The economic structure has shifted in line with the orientation of each region. The restructuring of the agricultural sector has had positive changes and achieved many important results. Notably, A Luoi 2 commune has focused on developing agricultural production in a safe and sustainable direction associated with the value chain. The application of scientific, technical and mechanization advances in agricultural production has been increasingly focused on, forming and developing organic agricultural production models, VietGAP standards. Programs to connect supply and demand and support the consumption of agricultural products, specialties, and handicrafts of the commune have been effectively implemented. The quality of specialties, OCOP products and key products with strengths of the commune has been increasingly improved.

Urban planning and work has been effectively implemented. The general construction planning of Quang Nham, Hong Bac, and A Ngo communes (old) has been completed. Key traffic infrastructure projects serving the socio-economic development of the commune have been focused on investment from the capital of the National Target Programs (NTPs). The awareness and consciousness of all classes of people in building a civilized urban lifestyle, ensuring construction order, environmental sanitation, urban aesthetics, and traffic safety on inner-city routes have been raised.

Striving to achieve NTM standards by 2030

For the 2025 - 2030 term, the Party Committee of A Luoi 2 commune sets out 5 main targets, 6 key tasks, 2 key programs, 8 groups of solutions and 3 breakthroughs. Accordingly, the 1st Congress of the Party Committee of A Luoi 2 commune for the 2025 - 2030 term held on August 5 determined the goal of strongly promoting the potential, advantages, resources, cultural values of ethnic minorities and the strength of great national unity; developing the economy, improving people's lives, striving to become a commune meeting the new rural standards by 2030.

In particular, the specific goal is to strive to achieve an average budget revenue growth rate of 10%/year, an average growth rate of total product value in the area of 10%/year, average income per capita by 2030 of 105 million VND/person/year, an increase of 187.5% compared to 2025 and strive for the commune to have no poor households by 2030.

The Party Committee has set out key tasks such as strengthening the Party and political system building, streamlining the apparatus, reducing staff, improving governance efficiency and creating new spaces for socio-economic development. Shifting the economic structure in the right direction associated with in-depth growth model innovation, prioritizing the development of agriculture into a spearhead economic sector, developing the trade, tourism and service sectors to gradually become important economic sectors and synchronously investing in socio-economic infrastructure, promoting potential, strengths and available advantages to build a commune that meets NTM standards by 2030.

Mr. Nguyen Manh Hung, Party Secretary, Chairman of the People's Council of A Luoi 2 commune affirmed: In the coming term, the commune will continue to integrate and synchronously and effectively implement the National Target Programs to improve the material and spiritual life of the people, leaving no one behind. Pay attention to allocating resources for investment in developing science and technology infrastructure, digital transformation and innovation. Promote poverty reduction so that by 2030 there will be no poor households. In particular, focus on developing regional planning and detailed regional planning. Focus on allocating capital to continue investing in key transitional projects to quickly put them into operation, use, promote investment efficiency, and avoid waste. Renovate the traffic system, sidewalks, lighting, trees, and develop infrastructure in the central area of the commune. Focus on investing in developing synchronous infrastructure in extremely disadvantaged villages that have not yet met the NTM criteria. Invest in building a transportation system connecting to tourist destinations and key agricultural production areas.

In the coming term, the locality will continue to promote administrative reform, create an open, transparent, and equal investment and business environment to attract investment, facilitate private economic sectors, people, and businesses to develop substantially, become a driving force for socio-economic development and improve the quality of life of the people.
