Attending the Congress were comrades: Bui Huy Thanh, member of the Provincial Party Standing Committee, Director of the Provincial Department of Ethnic Minorities and Religions; H'Vi Eban, member of the Provincial Party Committee, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Women's Union; representatives of leaders of provincial departments, branches and sectors; Party Committees of neighboring communes and wards and 190 official delegates, representing nearly 900 Party members of the entire commune.
After the administrative boundary merger, Tuy Duc Commune Party Committee has promoted the spirit of solidarity and comprehensive leadership, achieving many outstanding results in all fields. 15/15 targets of the Congress resolution for the term 2020 - 2025 of the communes before the merger basically achieved and exceeded the plan.
Regarding Party building and the political system, the work of developing party members was focused on, admitting 136 new party members, bringing the total number of party members in the commune to nearly 900 people. Inspection and supervision work was seriously implemented with 523 party member inspections. The rate of party members completing their tasks well reached 92.67%.
Regarding socio -economic development, the total value of agricultural production reached nearly 4,000 billion VND, the economic structure shifted positively. Total social investment capital reached 1,500 billion VND, an average increase of 17.6%/year. 37.4 km of rural roads were invested, the rate of households using electricity reached 98.5%.
In the field of high-tech agriculture, the commune has planned a growing area of over 900 hectares of macadamia, developed 9 industrial livestock farms. 11 OCOP products have achieved 3-4 stars. Along with that, land management, forest protection and development, and new rural construction have been implemented synchronously.
The cultural and social fields have many positive changes. The poverty rate of the whole commune has decreased to 6.04%; the dropout rate has decreased by 1.6%; 10 schools have met national standards; more than 35,000 visitors/year come to visit and relax; the rate of people participating in health insurance has reached 98%.
National defense and security were maintained, the militia and reserve forces were fully established according to regulations. Foreign affairs with Dak Dam commune (Cambodia) were strengthened, and there was good coordination in border management.
In the coming term, Tuy Duc Commune Party Committee has determined the general goals: To enhance the capacity and fighting strength of the Party Committee; to build a clean and strong government system; to promote the great national unity bloc; to firmly protect the national border; to develop a sustainable economy and improve people's lives.
Some key indicators: Total social investment capital increases by an average of 10%/year; budget revenue increases by an average of 10%/year. The rate of trained workers reaches 87%, creating new jobs for about 200 people each year. The rate of multidimensional poverty decreases by 1 - 1.5%/year, especially for ethnic minorities, it decreases by 1.5 - 2%/year. The rate of universal health insurance coverage remains above 92%. The forest coverage rate strives to reach 18%.
To effectively implement the goals for the 2025 - 2030 term, Tuy Duc Commune Party Committee has proposed a number of key solutions, including: Improving the quality of Party building work, especially political and ideological education and inspection and supervision work; continuing to promote administrative reform, perfecting the streamlined and effective government apparatus.
In addition, focus on shifting the economic structure towards sustainability, prioritizing the development of high-tech agriculture. At the same time, improve the quality of education and health care, ensure good social security policies; firmly consolidate national defense and security, enhance foreign affairs, especially in border areas.
Speaking at the Congress, Comrade Bui Huy Thanh, Member of the Provincial Party Standing Committee, Director of the Provincial Department of Ethnic Minorities and Religions acknowledged and commended the efforts and encouraging results that the Party Committee, government and people of Tuy Duc commune have achieved in the past time.
Regarding the Draft Documents of the Commune Party Congress for the 2025-2030 term, he highly appreciated the seriousness and openness in receiving and perfecting the content according to the direction of the Provincial Party Standing Committee. At the same time, he emphasized the need to continue to clarify the outstanding features and current situation of the locality, fully identify the potential and strengths of each region to serve as a basis for building key goals and targets as well as proposing key tasks and solutions.
The consistent spirit is: "Clear people, clear work, clear responsibilities, clear products, clear results, clear deadlines, clear roadmap", ensuring that the Resolution, after being issued, can be implemented immediately and put into practice in life in a practical and effective manner.
He also suggested that the Party Committee of the commune pay more attention to social security work, aiming to build Tuy Duc into a center for clean agricultural production with high economic value, effectively connecting with neighboring areas. At the same time, focus on developing eco-tourism associated with preserving and promoting the unique cultural values of ethnic groups, thereby maximizing the potential and advantages of the locality.
Another important task emphasized by comrade Bui Huy Thanh is to promote trade activities, expand supply and demand connections for the commune's specialties, especially with districts in Modulkiri province, Kingdom of Cambodia. Thereby, strengthening people-to-people diplomacy, building sustainable solidarity among ethnic groups, contributing to maintaining a peaceful and friendly border and developing the economy together.
Comrade Bui Huy Thanh noted that the locality also needs to focus on strongly promoting the application of science and technology, innovation, digital transformation in the performance of tasks of cadres, civil servants and administrative reform. These are key factors creating new momentum for the comprehensive and sustainable development of Tuy Duc commune in the coming time.
