Appeals trial in the case at Phuc Son Group

QNgTV - Today (December 15th), the Supreme People's Court opened an appeal hearing to review the appeals for reduced sentences filed by the defendants and those with related rights and obligations in the case involving the Phuc Son Group and the provinces of Vinh Phuc, Phu Tho, Quang Ngai, and Vinh Long (formerly). The trial is expected to last three days (from December 15th to December 17th).

The defendants who appealed include: Hoang Thi Thuy Lan (former Secretary of the Vinh Phuc Provincial Party Committee (formerly), sentenced to 14 years in prison in the first instance); Le Duy Thanh (former Chairman of the Vinh Phuc Provincial People's Committee (formerly), sentenced to 12 years in prison in the first instance); Pham Hoang Anh (former Standing Deputy Secretary of the Vinh Phuc Provincial Party Committee (formerly), sentenced to 8 years in prison in the first instance); Pham Van Vong (former Secretary of the Vinh Phuc Provincial Party Committee (formerly), sentenced to 3 years in prison in the first instance); Phung Quang Hung (former Chairman of the Vinh Phuc Provincial People's Committee (formerly), sentenced to 3 years in prison in the first instance),... and a number of former officials from Vinh Phuc and Quang Ngai (formerly). All of them appealed for a reduction in sentence or a conversion of their prison sentence to a suspended sentence; none claimed innocence.

Nguyen Van Hau, Chairman of the Board and General Director of Phuc Son Group Joint Stock Company (Phuc Son Group), initially filed an appeal requesting a reduced sentence, but later withdrew the appeal.

Previously, the Hanoi City People's Court held the first-instance trial of the case from June 24 to July 11, 2025. Defendant Nguyen Van Hau was sentenced to a total of 30 years in prison for the crimes of "Giving bribes," "Violating regulations on bidding causing serious consequences," and "Violating regulations on accounting causing serious consequences."

Nguyen Van Hau exploited personal relationships or used his work to bribe officials in Vinh Phuc and Quang Ngai provinces with over 132 billion VND to facilitate Phuc Son Group winning numerous contracts in these localities and Phu Tho province . Subsequently, Hau directed the illegal transfer of contracts, causing losses to the State exceeding 459 billion VND. Furthermore, Hau directed the use of two separate accounting systems, resulting in a tax revenue loss of 504 billion VND. The total losses from violations related to bidding, accounting, and land valuation in this case amount to over 1,160 billion VND.

Nguyen Van Hau's bribery also corrupted morality and negatively impacted the conduct of the defendants, who were former leaders and officials of local authorities. The entire amount of money gained and lost in the case, over 1.160 billion VND, has been returned by the Chairman of Phuc Son Group and the other defendants. Although the consequences have been mitigated, the Judging Panel believes a severe sentence is still necessary to deter and punish offenders.
