Favorable platform

Recognizing administrative reform as a strategic breakthrough to promote socio- economic development, attract investment and business, and improve the Provincial Competitiveness Index, Ca Mau province piloted the resolution of administrative procedures regardless of administrative boundaries starting in July 2020. At that time, the Provincial Center for Administrative Procedure Resolution received applications and provided results for 52 administrative procedures under the jurisdiction of the People's Committees of Cai Nuoc and Thoi Binh districts and Ca Mau city.

Citizens rate their satisfaction with the local administrative procedures through a computer at the U Minh Commune Public Administrative Service Center.

Based on the effectiveness achieved, in 2024, the Chairman of the Provincial People's Committee assigned the Provincial Administrative Procedure Resolution Center to receive and return results for 83 administrative procedures (in the fields of construction, land, business registration, etc.) under the jurisdiction of the district level; and the district-level one-stop service centers to receive and return results for 5 administrative procedures under the jurisdiction of the provincial level. In addition, a pilot program was implemented to receive and return results for 19 administrative procedures under the jurisdiction of the People's Committees of the districts and Ca Mau City. During the year, the Provincial Administrative Procedure Resolution Center received and returned results for 3,500 dossiers; and the district-level one-stop service centers received and returned results for nearly 5,000 dossiers.

Mr. Ho Chi Linh, Deputy Director of the Provincial Public Administrative Service Center and former Director of the Ca Mau (old) Provincial Administrative Procedure Resolution Center, stated: “After a period of implementing non-geographical administrative procedure processing and results retrieval in the province (before the merger), the results show that this form has contributed to reducing travel time, saving costs, and creating convenience for people and businesses in carrying out administrative procedures. This has improved the effectiveness and efficiency of state management; and increased the satisfaction level of people and businesses with the services provided by the province's state administrative agencies.”
