Administrative procedure reform and improving the quality of service for citizens and businesses will make a significant contribution to achieving the province's growth targets in 2025 and create momentum for 2026.
As a result, in 2024, the province's rate of digitized records and administrative procedure resolution results ranked second out of 63 provinces and cities; Ca Mau was one of the first localities nationwide to complete the connection of the provincial administrative procedure resolution information system with the Ministry of Public Security 's electronic identification and authentication system to facilitate the transition to using VNeID as the sole account for carrying out administrative procedures and providing public services electronically from July 1, 2024. At the same time, Ca Mau ranked first nationwide in the set of indicators for directing, managing, and evaluating the quality of service to citizens and businesses in carrying out administrative procedures and public services in real time electronically.
Aiming to resolve administrative procedures across all provinces regardless of geographical boundaries.
With the motto of using the satisfaction of citizens and businesses as a measure of quality and efficiency in resolving administrative procedures, after the merger, Ca Mau province continues to implement the resolution of administrative procedures regardless of administrative boundaries. Accordingly, the province will implement non-geographical processing and results retrieval for all administrative procedures that have been provided online through full-process and partial online public services as prescribed.
Specifically, since August 15th, the implementation of non-administrative boundary-based land use planning and land use planning has been carried out at the Provincial Public Administrative Service Center and the public administrative service centers of 37 commune-level units. Of these, official implementation has been carried out in 13 communes (Cai Nuoc, Dam Doi, Tran Van Thoi, Phan Ngoc Hien, Nguyen Phich, Cai Doi Vam, Thoi Binh, Hoa Binh, Phuoc Long, Hong Dan, Long Dien, Nam Can, Vinh Loi) and 3 wards (Bac Lieu, Gia Rai, An Xuyen); pilot implementation has been carried out in 15 communes (Tan Thuan, Song Doc, Luong The Tran, Dat Mui, Tan An, Da Bac, Tri Phai, Tan Loc, Nguyen Viet Khai, Phu Tan, Phu My, Ninh Quoi, Phong Hiep, Vinh Thanh, Ninh Thanh Loi) and 6 wards (Ly Van Lam, Tan Thanh, Hoa Thanh, Vinh Trach, Hiep Thanh, Lang Tron).
The goal of implementing a non-geographical data collection and processing model is to diversify the methods of data collection, creating conditions for people and businesses to save time and travel costs.
By the end of 2025, all 64 communes and wards in the province will simultaneously implement the system of receiving and processing administrative procedures regardless of administrative boundaries. With this model, citizens needing to resolve administrative procedures can choose to submit their applications at the Provincial Public Administrative Service Center, at the public administrative service center of the commune-level unit, online through the National Public Service Portal, or via postal service. After receiving the application, it will be processed by the relevant department and forwarded to the correct competent authority. The results will be returned to the citizen or business at the place where the application was submitted or as requested.
The goal of implementing this model is to diversify the forms of service delivery, creating conditions for people and businesses to save time and travel costs; while simultaneously improving management efficiency and increasing the satisfaction level of people and businesses. Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested that each task be specifically defined and linked to the responsibilities of each agency and unit, ensuring "clear person, clear task, clear time, clear results, clear responsibility"; ensuring that implementation is focused, timely, effective, and in accordance with regulations.

The focus is on closely adhering to the goal of simplifying administrative procedures, creating the most favorable conditions for citizens and businesses; transforming the state from building a public service government to a service-oriented government; and simultaneously promoting decentralization and delegation of power in the implementation of related tasks," emphasized Vice Chairman of the Provincial People's Committee Nguyen Minh Luan.
