On August 25, the Ho Chi Minh City Department of Health said that after receiving people's complaints about signs of "faking illnesses and extorting money" at Hoan Cau General Clinic (80-82 Chau Van Liem, Cho Lon Ward, Ho Chi Minh City), the unit coordinated with relevant agencies to conduct a surprise inspection of this clinic to clarify the complaints.
According to people's feedback via the hotline, patients were advised to have abortions at a low cost, but during the procedure, they were asked to switch to a premium service package with a cost of nearly 30 million VND.
Through inspection, the team discovered that the clinic provided medical examination and treatment services beyond the scope of its expertise and advertised in violation of regulations. According to Dr. NTN's report, the person performing the vacuum aspiration abortion used the drug Seduxen as a pre-anesthetic for the patient, but the medical record did not show it, and the prescription in the medical record did not match the drug that the patient provided information to the Inspection and Legal Department.
In addition, management records show that Dr. NTN had two practice certificates issued in Hai Phong and Hanoi. This doctor was suspended from professional practice by the Hanoi Department of Health in June 2023 for practicing beyond the permitted scope. In October 2023, this doctor used the practice certificate issued by the Hai Phong Department of Health to perform an abortion at 21 weeks and 6 days at a polyclinic in Binh Duong province (formerly).
The Inspection and Legal Department (Department of Health) continues to invite the company, NTN doctors and related individuals to work, clarify related contents, synthesize records, strictly handle administrative violations against organizations and individuals in accordance with legal regulations, the handling results will be made public on the electronic information portal of the Department of Health.
According to the Ho Chi Minh City Department of Health, the clinic, which belongs to Hoan Cau Medical Services One Member Co., Ltd., is one of the clinics on the Department of Health's "blacklist" for having repeatedly violated and not complied with legal regulations, seriously affecting the rights, health and safety of patients.
The leader of the Ho Chi Minh City Department of Health said that the Department has proposed that the Ministry of Health soon deploy an application to manage medical practitioners nationwide so that the Departments of Health can update practice licenses and operating licenses on the general management software of the health system, helping to look up online, serving management and inspection work as well as helping people and medical facilities easily verify practice information, avoiding the situation where practitioners are granted multiple practice certificates and register to practice in many provinces and cities at the same time.
