The provincial police force is strengthening its presence and ensuring security and order.

Since its establishment, the Provincial Police force has continuously grown stronger, with increasingly improved professional skills. In the process of protecting and building the country from the Doi Moi (Renovation) period to the present, the Provincial Police have implemented a comprehensive range of professional measures, closely monitoring the situation, proactively preventing and combating potential factors that cause political instability, contributing to the defeat of the "peaceful evolution" and "subversive rebellion" plots of hostile forces. At the same time, they have reduced disputes and complaints among the people, as well as illegal migration and immigration. The police force has helped thousands of households escape the influence of illegal religious propaganda. Notably, the Provincial Police have focused on thoroughly investigating, detecting, and neutralizing propaganda activities aimed at establishing a "separate state" in Dien Bien province. Ensuring good internal security, security in mountainous areas, security in rural areas, and political stability of the province in all situations, making an important contribution to strengthening ethnic unity, building and consolidating the grassroots political system, and effectively serving the cause of socio-economic development of the locality.

The provincial police have advised local Party committees and authorities to effectively implement major government policies on crime prevention and control; national crime prevention programs, and action programs to combat drug crimes; and to enhance the effectiveness of state management in maintaining social order and safety. A prime example is the implementation of Project 06. As of May 29, 2023, Dien Bien was one of the first 18 localities nationwide to complete the collection and cleaning of 100% of population data; one of eight localities to complete 100% of citizen identification card (CCCD) applications for eligible citizens; 94% of health insurance participants had their CCCD numbers synchronized with their health insurance data; 25 out of 25 essential services were deployed on the Public Service Portal; and 65% of applications were received and processed online.

In the field of combating criminal offenses, the provincial police force investigates cases promptly and efficiently, preventing prolonged delays and especially avoiding wrongful convictions or the escape of criminals; they quickly investigate and clarify particularly serious cases. Annually, the investigation and resolution rate reaches over 90%, with serious and especially serious cases reaching 100%.

Dien Bien is a complex area regarding drug-related crime. The provincial police have proactively implemented plans and strategies to build a solid defense line from the grassroots level. They have deployed the "Drug-Free Border Commune" model with the goal of creating a "border belt," contributing to the creation of a "green zone" free of drugs, and striving towards the goal of building a "Drug-Free Border District." At the same time, they have proactively coordinated with various departments, agencies, and organizations to strengthen propaganda and mobilization efforts so that each organization and individual can become a "fortress" in the prevention, deterrence, and fight against drug crime. The provincial police force has successfully identified, established, and dismantled many large inter-provincial and transnational drug trafficking rings, arresting many particularly dangerous and notorious drug traffickers and seizing large quantities of drugs.

In the fight against economic and environmental crimes, the Provincial Police focused on key economic sectors, stages, industries, and projects, uncovering and clarifying many major economic cases. This contributed to maximizing investment efficiency and strengthening public trust in the Party, the State, and the police force.

In the coming period, the provincial police force will continue to train, strive, and implement comprehensive solutions to meet the requirements of protecting national security, maintaining political stability and social safety, ensuring a peaceful life for the people, and contributing to the successful implementation of socio-economic development tasks in this strategically important area for national defense and security.
