General Secretary To Lam's acceptance speech served as a political commitment from the head of our Party and the Central Committee to the entire Congress and to the people, emphasizing the spirit of putting the people first and foremost. This is also the expectation of the people who place their complete trust in the Party.
In recent days, the entire nation and the international community have been closely following this special political event with faith and anticipation regarding the strategic decisions of the 14th National Congress of the Party. With its historical responsibility, the 14th National Congress has clearly defined the overall goal of maintaining a peaceful and stable environment; achieving rapid and sustainable national development; comprehensively improving and enhancing the people's lives; achieving strategic autonomy, self-reliance, self-confidence, and strong progress in the new era of the nation; successfully achieving the goal of becoming a developing country with modern industry and high middle income by 2030; and realizing the vision of becoming a developed country with high income by 2045, a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam. Striving to achieve an average annual growth rate of gross domestic product (GDP) of 10% or more for the period 2026-2030... Clearly defining these goals is of great importance, reflecting the strategic vision, political acumen, and long-term development thinking of the Party in the new context.
To realize these goals, much work remains to be done. The Resolution of the 14th National Congress clearly defined the major strategic directions: continuing to build and comprehensively perfect the institutional framework for rapid and sustainable national development, with the political institution being key, the economic institution being central, and other institutions being very important. Establishing a new growth model, restructuring the economy, promoting industrialization and modernization, with science, technology, innovation, and digital transformation as the main driving force; strongly and comprehensively developing Vietnamese culture and people; making breakthroughs in the development of national science, technology, innovation, and digital transformation, considering science, technology, innovation, and digital transformation as the central driving force of development...
In reality, for a country to achieve sustainable development, its institutions must be one step ahead. Accordingly, all procedural barriers must be removed and streamlined. The "request-and-grant" mechanism must be resolutely eliminated, and administrative procedures must be reduced to the maximum extent, avoiding situations where administrative procedures operate smoothly in one place but are blocked in another. At the same time, the situation of "correct policies but slow implementation," leading to wasted resources, must be overcome.
In addition to identifying and perfecting institutions to promote socio-economic development, the Resolution of the 14th National Congress also clearly defines the management of sustainable social development, ensuring social progress and equity, and caring for the people's lives. This once again shows that, in its decisions and policies, the Party always places the people's well-being at the center of all decisions, ensuring that no one is left behind on the path of development.
One of the notable features of this Congress is that, for the first time, we have integrated three reports (political report, socio-economic report, and report on Party building and implementation of the Party Charter) into a single report, accompanied by a very specific action program. This action program clearly outlines all the new content, specifying the responsibilities, agencies, units, tasks, resources, and timelines for implementation. This will serve as an important basis for each Party committee, each Party organization, each Party member, each agency and unit, especially the leaders, to proactively begin implementation. Accountability will be assessed based on concrete results. This aims to minimize delays in the implementation of policies.
The success of the 14th National Congress was highly appreciated by the people and international friends. This success stemmed from "the spirit of solidarity with the unity of will and action of the entire Party; with the strength of the people and the great national unity." However, what is crucial now is that we must urgently understand, institutionalize, and effectively implement the Congress documents. Because correct decisions will only "remain on paper" if we implement them slowly, ineffectively, or deviate from the standard during implementation.
With the historic decisions of the Congress, with the resolute will and wise leadership of the head of our Party - General Secretary To Lam, and the unity and strength of the members of the 14th Central Committee, who have just been entrusted with the confidence of the delegates through their votes, when the will of the Party and the aspirations of the people are one, we believe that our country will confidently and strongly advance in the era of national development.
