During the investigation, prosecution, and trial, the judicial authorities concluded that this attack was orchestrated and aided by Y Quynh Bđăp, the leader of the Montagnard for Justice (MSFJ) terrorist organization. This individual has a history of violating criminal law in Vietnam and has fled the country to live abroad.

This was confessed by those directly involved in the terrorist attack. "In 2017, Y Quynh assigned me to spread propaganda everywhere to reorganize the troops. I prepared two air rifles and 1.2 kg of explosives," confessed Y Krong Phok, an individual involved in the June 11, 2023 terrorist attack. According to the prosecuting authorities of Dak Lak province, Hwuen Eban, one of the ringleaders of the terrorist attack, confessed that since 2018, Y Quynh had been in contact with him, directing him to spread propaganda, recruit, and prepare for the terrorist attack. Y Quynh sent messages to Y Ba Bya, an individual involved in the terrorist attack. Images of the terrorist group gathered in a field hut were sent to Y Quynh by Y Ba Bya before the attack.

In 2018, Y Quynh illegally crossed the border into Thailand. There, he established the Montagnard Group for Justice, propagating ideology, connecting with and recruiting members domestically, and inciting and directing individuals to carry out the terrorist attacks of June 11, 2023.

"Y Quynh told us to film or take photos and send them to him. Film the group gathering in the field hut. In 2012, Y Quynh was prosecuted and detained for 5 months for violating criminal law. However, after the investigation, considering Y Quynh's limited understanding and being misled by bad elements, the Vietnamese law applied a humane and lenient policy; Y Quynh Buôn Đắp was exempted from criminal prosecution and handed over to local authorities for management and education . "I was deceived by foreigners, I realize my actions were wrong, my family and society should not follow evil people who distort the truth, we should only trust the Party and the State," Y Quynh Bđăp said (in 2013). However, Y Quynh remained obstinate and continued to commit increasingly serious illegal acts. In 2018, Y Quynh illegally crossed the border into Thailand. In January 2024, the People's Court of Dak Lak province sentenced Y Quynh to 10 years in prison for "Terrorism," and authorities issued a special wanted notice for Y Quynh Bđăp.
