Recently, the People's Committee of Cua Lo Town, Nghe An Province has issued a document on giving opinions on adjusting the project of Lan Chau - Song Ngu Eco-tourism Complex, Resort Villas, Sports , Entertainment, of Song Ngu Son Joint Stock Company (located in Cua Lo Town) to the People's Committee of Nghe An Province and the Department of Planning and Investment.

Previously, the inspection team pointed out that the Lan Chau - Song Ngu eco-tourism, resort, sports and entertainment complex project was behind schedule for many years and had a series of violations related to construction activities.

There are a total of 8 construction items that have been put into use by the investor but are not included in the approved planning. Of which, the seawall and Lan Chau restaurant at the foot of the island are identified as 2 major violations of the project.

Specifically: The northern seawall of the project has a length of 256.1m, of which the area encroached on the sea compared to the planning is 3,071m2, the average width of encroached on the sea is about 17m. The restaurant at the foot of Lan Chau island is 1 floor high with an area of 843.6m2...

After issuing the conclusion of the inspection team, the People's Committee of Cua Lo Town requested Song Ngu Son Joint Stock Company to self-correct and dismantle the violating items before January 30, 2024, stop all remaining items of this project before completing the project work and extending the project construction progress, but the company did not comply.

However, during the working process, the investor did not sign the project inspection records at the working sessions, nor did he send the investor's legal representative to work directly with the delegation; he often avoided working with the inspection delegation, citing busy work or business trips abroad.

Therefore, the People's Committee of Cua Lo Town does not agree with the proposal to adjust the project of Lan Chau - Song Ngu Eco-tourism Complex, Resort Villas, Sports, Entertainment proposed by Song Ngu Son Joint Stock Company.

At the same time, the Town People's Committee requested the Provincial People's Committee to direct relevant departments, branches and sectors to coordinate with the People's Committee of Cua Lo Town to request the investor to correct all violations as mentioned above. After the correction is completed, the project will be considered for adjustment.

What do investors say?

Regarding the incident, Mr. Tran Quoc Lam, Chairman of the Board of Directors of Song Ngu Son Company, said that the investor is ready to correct any incorrect items. At the same time, after the inspection team issued the conclusion, Song Ngu Son Joint Stock Company also sent a document proposing and requesting the People's Committee of Nghe An province to adjust this project.

As for the two major items identified by the inspection team, the Lan Chau restaurant at the foot of the island has been built and put into operation for many years, and at that time the authorities did not come up with a solution. However, the investor is now ready to dismantle it.

In addition, the investor said that the land and water surface planning of the Lan Chau - Song Ngu project had been approved by the People's Committee of Nghe An province for detailed planning 1/500 and granted a construction permit for the project since 2016.

Recently, in 2023, the People's Committee of Cua Lo Town implemented a new project "Eastern Forest Park of Binh Minh Street" which overlapped and destroyed the entire land and water surface planning of the Lan Chau - Song Ngu project. The investor wants the People's Committee of the town to consider this to find a solution.

It is known that after receiving the proposal to adjust the project investment content of Song Ngu Son Joint Stock Company, on February 7, 2024, Nghe An Provincial People's Committee assigned the Department of Planning and Investment to preside over and coordinate with the Department of Construction, Cua Lo Town People's Committee and related units to review the investor's proposal, inspect the actual implementation status and existing problems of the project, and report to the Provincial People's Committee.

As reported, in March 2014, the project “Lan Chau - Song Ngu Eco-tourism Complex, Resort Villas, Sports, Entertainment” was approved by the People's Committee of Nghe An province, with Song Ngu Son Joint Stock Company as the investor. The project has a total area of 14.8758 hectares (including 8.52 hectares of water surface), with a total investment capital of 495 billion VND.

The main items include: Hotel and resort villa area (area 1.24ha); Square and parking lot area (area 0.7475ha); Mountain sightseeing and tourist restaurant area (area 0.98ha); Operations center area (area 0.08ha); Bungalow area (area 0.29ha); Marina area (area 0.19ha); Beach area (area 1.49ha)...

After many progress adjustments, the project is expected to be completed and put into operation in 2020. However, up to now, the project has many unfinished items.
