According to Engadget , YouTube's 1,080p video playback option will offer an "enhanced bitrate" option for members to enjoy content across the web, and it will be available worldwide . It will sit above the regular 1,080p option in the menu, and clicking it will prompt users to pay for Premium if they're not currently a subscriber.

YouTube began testing 1,080p Premium earlier this year, describing it as “a version of 1,080p that delivers more information per pixel for a high-quality viewing experience.” The higher bitrate can give viewers good quality without having to watch at a higher resolution.
While 4K is also available for some videos, it means larger streaming data for files, which not everyone's connections can handle and could eat up a significant portion of some people's data allowance.
YouTube actually rolled out enhanced video playback on iOS a few months ago, but it's now more accessible to everyone. YouTube recently raised the price of its Premium subscription, meaning users who want a higher-quality video experience will have to pay more for the service.
