At 8:00 a.m. on September 3, the upstream water level of Tuyen Quang Hydropower Reservoir was at 117.49 meters, the water flow to the reservoir was 827 ^m3 /s. The water flow to the reservoir is large, to ensure safety,   Tuyen Quang Hydropower Reservoir opens 1 bottom spillway with a discharge flow of about 1,190 ^m3 /s; the corresponding downstream water level after the project is 51.98 meters.

To ensure safety in production activities and daily life of people in the downstream areas, local authorities urgently notify aquaculture facilities, households, and waterway transport vehicles to proactively take response measures to ensure safety of people and property. People absolutely do not go to the river to collect firewood or catch fish when the flood water on the river rises.
