Resolution No. 09-NQ/TW of the Politburo on building and developing Ho Chi Minh City in the new era has set a series of important socio-economic targets for the city with the largest economy in the country in the coming period.
Specifically, the Resolution identifies Ho Chi Minh City as the economic engine and growth pole of the Southeast region and the entire country; and also positions it as the economic, financial, scientific-technological , and innovation center of the region and Asia in the coming periods.
By 2030
According to the Resolution, Ho Chi Minh City is tasked with maintaining a minimum average GRDP growth rate of approximately 10% per year, continuously throughout the period 2026-2045.
By 2030, the city must become a major center for economy, finance, services, logistics, science and technology, and innovation in Southeast Asia. One of the most notable targets is that the city's per capita income must reach at least US$14,000 , more than double the current figure (nearly US$9,000 in 2025).
The Politburo also set a target for the digital economy to account for approximately 40% of Ho Chi Minh City's GRDP by 2030.
Regarding infrastructure, the Resolution requires the city to complete approximately 200 km of urban railway; and to fundamentally address traffic congestion, flooding, and environmental pollution.

Ho Chi Minh City has also been tasked with raising its Human Development Index (HDI) to approximately 0.9; improving the quality of life, ensuring social security, and building a civilized and modern living environment.
In addition, the Resolution emphasizes the need to innovate the growth model towards a direction based on science and technology, innovation, digital transformation, and the knowledge economy.
Priority areas for development include artificial intelligence (AI), semiconductors, biotechnology, new materials, clean energy, green economy, circular economy, and data economy.
By 2045
In the next phase, by 2035, the city's per capita GRDP must reach at least US$25,000 ; the digital economy must account for approximately 60%; and the Human Development Index (HDI) must continue to be maintained at a minimum of 0.9.
By 2045, Ho Chi Minh City is envisioned to become the economic, financial, science and technology, and innovation hub of Asia; a globally attractive destination. The target for per capita income is set at a minimum of US$75,000 .
The resolution also requires Ho Chi Minh City to complete a synchronized and modern urban railway system; develop digital infrastructure and build a data-driven smart city. The city must also achieve net-zero emissions in line with its green and sustainable development orientation.

The Politburo emphasized the role of the private sector in the new development phase, identifying it as "the most important driving force" of the economy.
According to the Resolution, Ho Chi Minh City needs to strongly promote the development of domestic private enterprises, forming large enterprises capable of international competitiveness; and at the same time attract multinational corporations and research and development (R&D) centers.
Another noteworthy point is the orientation towards promoting decentralization and delegation of power, and granting Ho Chi Minh City superior mechanisms to enable the city to be more proactive in mobilizing resources, investing in infrastructure, and developing new models.
By 2075
In the next phase, 2046-2075, the city's economic growth is targeted at a minimum of 6% per year, so that by 2075, the per capita GRDP will reach at least US$100,000 .
At the same time, Ho Chi Minh City will become a global city, developing green, smart, and with a high quality of life, on par with major cities around the world.
The resolution calls for the city to develop into a modern metropolis while maintaining its role as the largest economic center in the country; and at the same time, serving as a hub for regional linkages in the Southeast region and connecting internationally.
The Politburo also emphasized the need to develop Ho Chi Minh City into an international financial center, an innovation hub, and an important trade center for the region.
