The shape of the Tuyen Quang - Ha Giang expressway is gradually taking form.
Currently, contractors are focusing on leveling hills and crossing rivers to create construction sites, involving the excavation and embankment of millions of cubic meters of earth and rock. At Km23, the section passing through Tu Quan commune (Yen Son district), dozens of heavy machinery and hundreds of workers have been mobilized to level the ground. This section is currently in the road construction and embankment phase. Other items such as underground culverts and pedestrian underpasses are also under construction. However, the current difficulty is the significant shortage of embankment soil along the entire route due to related regulations.
The Tuyen Quang - Ha Giang expressway section passing through Yen Son district is gradually taking shape.
According to the Provincial Project Management Board for Investment and Construction of Transportation Works, by the end of October, all 6/6 construction packages for the road and bridge sections of the route had been simultaneously implemented with 90 construction teams. The value of work completed reached approximately 14.55%.
Mr. Le Duc Tranh, Director of the Executive Board of Deo Ca Group, said: The unit is responsible for the construction of package 24, worth 720 billion VND. By the beginning of November, the contractor had completed about 25% of the project. Previously, from June until now, the province has experienced frequent heavy rains, with rain lasting up to 20 days each month. Especially in September, after Typhoon No. 3, workers on the route had to temporarily stop to address the consequences. To ensure the progress of the contract signed with the investor, and in the spirit of the Prime Minister's call for a high-intensity emulation campaign of "500 days and nights of emulation to complete 3,000 km of expressways," the construction unit has developed plans for overtime and shift work. Currently, the unit has secured the construction site for 15 out of 20 bridges and has deployed 15 out of 20 construction teams. At each bridgehead location, the unit also divided the work into 2 or 3 teams to speed up progress, with a total of 250 personnel and 150 pieces of equipment and machinery.
Package No. 21, located in Ham Yen district, is being constructed by a joint venture between Hiep Phu Co., Ltd. and Construction, Service and Trade Joint Stock Company 68, covering the section from Km43 to Km43+600. The total length of the entire route is 1.82 km, and the total value of the package is approximately 200 billion VND. On the construction site these days, numerous excavators and trucks are operating continuously to transport and distribute soil, the sound of machinery echoing through the mountains. Currently, the highway is gradually taking shape after each operation of excavators and bulldozers.
Mr. Nguyen Thanh Hai, Deputy Director of Hiep Phu Co., Ltd., who is directly supervising the construction at the site, shared: Currently, the unit has achieved about 22% of the project volume, including the technical drainage system, roadbed, and concrete items. During the recent heavy rains and floods, the unit focused mainly on drainage works and casting structural components.
Striving to hand over 100% of the construction site to the contractor.
According to Mr. Hoang Van Hai, Deputy Director of the Provincial Project Management Board for Investment and Construction of Transportation Works, to ensure the project progresses according to plan, in the last months of 2024, the unit strives to hand over 100% of the land to the construction unit; directing contractors to focus resources to implement 3 shifts, 4 teams to compensate for delays caused by land clearance issues and unfavorable weather conditions. It is expected that 30% of the contract value will be completed in 2024, and the entire project will be completed in 2025, in accordance with the Prime Minister's directive.
According to a report from the Provincial Project Management Board for Investment and Construction of Transportation Works, one of the current difficulties in implementing the Tuyen Quang - Ha Giang Expressway Project is the issue of land clearance, which still faces many bottlenecks related to 265 households whose compensation plans have not yet been approved and paid for construction due to unresolved issues: land managed by forestry farms; and land belonging to households related to land owned by forestry farms. In addition, there are some difficulties related to the supply of earth fill materials in some contract packages... During an inspection to expedite the progress of the Tuyen Quang - Ha Giang Expressway by the Chairman of the Provincial People's Committee, Nguyen Van Son, and leaders of relevant departments and agencies at the end of October, the Chairman of the Provincial People's Committee requested the Department of Natural Resources and Environment to urgently guide the investor and local authorities to implement the project in accordance with the law. Regarding the difficulties and obstacles in mobilizing people subject to relocation and resettlement, the Chairman of the Provincial People's Committee requested that localities mobilize all levels, the Fatherland Front, and political and social organizations to participate in the campaign. Localities must take decisive action, have specific implementation plans, and consider land clearance as a top priority; difficulties and obstacles must be resolved wherever they arise. The head of each locality is responsible for land clearance work, considering this as a criterion for evaluating the performance of tasks in 2024.
The comrade emphasized that the Tuyen Quang - Ha Giang Expressway Project is of great significance, a key national project, in response to the "500-day emulation campaign to complete 3,000 km of expressways" launched by the Prime Minister. Therefore, the investor, construction units, and localities must make even greater efforts to overcome difficulties, take advantage of favorable weather conditions, and urgently accelerate the project's progress; ensuring both the schedule and technical and quality standards are met.
With the decisive involvement of provincial leaders and the proactive implementation by contractors and construction units, the early completion of the Tuyen Quang - Ha Giang expressway will create conditions for the comprehensive and sustainable development of the people in Tuyen Quang and Ha Giang provinces in particular, and the northern mountainous provinces in general.
