The Government Office has just issued Notice No. 403/TB-VPCP dated August 31, 2024, concluding the conclusion of Prime Minister Pham Minh Chinh at the Conference on combating illegal, unreported and unregulated fishing (IUU).
To achieve the goal of removing the "Yellow Card" warning after the 5th inspection by the EC Inspection Team (expected in October 2024), the Prime Minister requested the heads of relevant central and local departments, ministries, branches to unify awareness, focus on leadership, direction, and take drastic actions to carry out the task of combating IUU fishing.
In particular, prioritizing the allocation of resources to prevent and end the situation of fishing vessels illegally exploiting seafood in foreign waters; especially in the provinces of Kien Giang, Ca Mau, Binh Dinh, etc.
Strengthen the police and border guards in coordination with local authorities (commune/ward/town) in key areas: both to propagate and mobilize, and to promptly detect and prevent early and from a distance fishing vessels and fishermen intending to illegally exploit in foreign waters.
Resolutely and strictly handle organizations and individuals who forget long-term interests for short-term benefits, forget collective and national interests for personal benefits, and affect the country's efforts to remove the "Yellow Card" warning.
The Ministry of National Defense decided to establish a specialized working group to prevent and thoroughly handle the situation of Vietnamese fishing vessels illegally exploiting seafood in foreign waters.
Focus on directing, strengthening patrols, inspections and controls in the sea areas bordering Malaysia, Thailand, Indonesia, etc. to promptly prevent and handle fishing vessels showing signs of illegal exploitation in foreign waters.
The Ministry of Public Security directed the police of all forces and the police of 28 coastal provinces and centrally run cities to urgently investigate and prosecute organizations and individuals involved in brokerage and collusion to bring fishing vessels and fishermen to illegally exploit seafood in foreign waters, and violations in the installation, management and use of VMS equipment for illegal seafood exploitation.
The Prime Minister requested the Secretaries of Provincial and Municipal Party Committees and Chairmen of People's Committees of coastal provinces and centrally run cities to directly lead, direct and ensure the completion of the following tasks:
Review all IUU fishing violations since the 4th EC inspection, focusing first on handling cases of disconnecting, sending, transporting VMS equipment, crossing maritime boundaries; brokerage, collusion, illegal fishing violations in foreign waters...
Continue to investigate, verify, and resolutely punish (100%) all violations; complete and report to the Prime Minister the implementation results in September 2024.
Concentrate maximum resources (human resources, funding, equipment, means), mobilize and strengthen local forces, especially local authorities (communes/wards/towns) in key areas, closely coordinate with border guards and police to both propagate and mobilize, and promptly prevent and handle early and remotely fishing boats and fishermen who intend to violate, especially in the provinces of Kien Giang, Ca Mau, Binh Dinh, Ba Ria - Vung Tau...
The provinces of Kien Giang, Binh Dinh, and Ca Mau continue to allow local fishing vessels to illegally exploit in foreign waters since the beginning of 2024. They must conduct serious reviews and clearly identify the responsibilities of heads of relevant agencies and functional forces; complete and report the results to the Prime Minister in September 2024.
