4.3 trillion VND allocated for railway infrastructure maintenance in 2025.

The Ministry of Transport has allocated 4,300 billion VND from the 2025 state budget for the development of maintenance standards and the implementation of railway infrastructure maintenance.

The Ministry of Transport has just decided to allocate the 2025 state budget expenditure estimate, specifically the railway economic activity expenditure, to the Vietnam Railway Department and the Vietnam Railway Corporation.

Accordingly, the total allocated expenditure for railway economic activities is 4,300 billion VND. Of this, the Ministry of Transport has allocated and assigned over 3.5 billion VND to the Vietnam Railway Authority to carry out the task of "Developing management and maintenance norms for national railway infrastructure," including: Adjusting and supplementing maintenance norms for national railway infrastructure; Developing maintenance norms for Long Bien Bridge on the Hanoi - Dong Dang railway line; and Developing maintenance norms for Thang Long Bridge on the Bac Hong - Van Dien railway line.

Vietnam Railways Corporation has been allocated over 4,296 billion VND to carry out the tasks of "Managing and regularly maintaining railway infrastructure" and "Repairing and fully supplementing the signaling system at manned level crossings by 2025".

The Vietnam Railway Department and the Vietnam Railway Corporation are fully responsible for: proposed data and budget allocation documents; accuracy of content, subjects, and amounts of proposed budget allocations; collection, preservation, and archiving of relevant documents; organization and implementation according to the approved National Railway Infrastructure Maintenance Plan 2025, the Plan for Repair and Supplementation of Signal Systems at Guarded Level Crossings 2025, and the allocated budget, ensuring compliance with standards, norms, and efficiency, without loss or waste.

According to the Traffic Newspaper's investigation, the allocation of infrastructure maintenance funds to Vietnam Railways Corporation in 2025 is carried out in accordance with current legal documents and regulations, including the Project on the management, use, and exploitation of national railway infrastructure assets invested and managed by the State, which was approved by the Prime Minister in Decision No. 797/QD-TTg dated August 5, 2024.

According to Decision 797, until the end of 2030, the Vietnam Railways Corporation (a railway infrastructure business enterprise with 100% state-owned capital) is assigned to manage, utilize, and exploit national railway infrastructure assets invested and managed by the State, without including them as part of the state capital in the enterprise.

Regarding the mechanism for managing and maintaining national railway infrastructure assets invested and managed by the State when assigned to Vietnam Railways Corporation for management, use, and operation, Decision 797 stipulates: The Ministry of Transport organizes the ordering of all management and maintenance of national railway infrastructure from Vietnam Railways Corporation; Vietnam Railways Corporation organizes the implementation and is responsible to the Government, the Prime Minister , and the Ministry of Transport for the management and maintenance of the national railway to ensure smooth, orderly, safe, accurate railway transport operations in accordance with the law.

Previously, from 2021 to 2024, railway infrastructure maintenance funding was implemented under the following mechanism: The Ministry of Transport assigned the Vietnam Railway Authority to commission the Vietnam Railway Corporation to manage and maintain the national railway infrastructure.
