Four tasks of salary reform have been completed.

The Ministry of Interior will continue to proactively research and advise competent authorities at all levels to accelerate the salary reform roadmap and move towards paying salaries based on job positions.

Information regarding the continued implementation of salary reform measures has attracted significant attention from officials, civil servants, and workers nationwide.

In fact, according to the Ministry of Interior 's 2024 performance report, advising on the implementation of 4 out of 6 tasks regarding salary policy reform under Resolution No. 27-NQ/TW of 2018 of the Central Committee is one of the outstanding achievements of this ministry in 2024, namely:

Firstly, add a bonus scheme equivalent to approximately 10% of the total annual salary fund (excluding allowances).

Secondly, refine the salary increase system to conform with the regulations of the new salary scale.

Thirdly, the funding source for implementing the salary system.

Fourth, salary and income management. This includes clearly defining the authority and responsibility of the head of the organization in implementation; applying salary increases; and allocating salary funds.

In addition to the four tasks mentioned above, according to Resolution No. 27-NQ/TW, there are still two unfulfilled tasks regarding salary reform: the creation of new salary scales (eliminating the base salary and salary coefficient); and the restructuring and reorganization into nine new allowance regimes.

In their comments on the draft Law on Cadres and Civil Servants (amended), many National Assembly deputies focused their discussions on salary policies and mechanisms and policies for attracting and utilizing talent.

According to Representative Trinh Minh Binh ( Vinh Long Delegation), in reality, a salary coefficient of 2.34, equivalent to nearly 6 million VND/month for newly hired civil servants, not including insurance contributions, will not be enough to cover minimum living expenses. Not to mention, if they have a spouse, children, and live in large cities, the cost of living will be much more difficult. Therefore, it will be impossible to attract talented people to work and contribute.

Delegates proposed that the National Assembly should closely monitor the salary reform according to Resolution 27-NQ/TW, ensuring synchronized implementation from the central to local levels. The goal is to gradually build a salary system linked to job positions, work efficiency, and individual capabilities.

"We need to reform the salary system to suit the current context, alongside innovating the mechanisms for recruiting, valuing, and developing talent in the public sector," the delegate suggested.

At the Ministry of Interior's May 2025 work briefing conference, Minister Pham Thi Thanh Tra requested that the heads of units under and directly affiliated with the Ministry, as well as all civil servants, public employees, and workers, proactively and effectively implement the tasks assigned by competent authorities, ensuring progress and quality.

One of the notable tasks outlined by the Minister of Home Affairs is: Proactively reviewing policies related to allowances and salaries.

From there, timely research, proposals, and advice were given to competent authorities on plans to amend, supplement, and replace relevant Decrees and guiding documents (1 Decree, 1 Circular) to ensure consistency and suitability when implementing the reorganization of administrative units at all levels and building a two-tiered local government organizational model;

Advise the Party Committee of the Ministry on reporting on the implementation of Resolution No. 27-NQ/TW on reforming salary policies for cadres, civil servants, public employees, armed forces personnel, and employees in enterprises (to be completed before June 30, 2025).
