
On the afternoon of October 13, at Noi Bai International Airport (Hanoi), the Department of Dyke Management and Disaster Prevention ( Ministry of Agriculture and Environment ) in coordination with the Japan International Cooperation Agency (JICA) received an emergency aid shipment including 40 water filtration devices, 5,100 sets of blankets, 1,000 plastic water cans and 50 multi-purpose plastic sheets, serving people in deep flooded areas in Bac Ninh.
JICA representative said that this is the first emergency aid package, aiming to share difficulties and help Vietnamese people stabilize their lives soon after the flood. All the goods will be transported to the locality on the morning of October 14 to be distributed directly to severely affected households.
In addition to the Japanese shipment, the Department of Dyke Management and Natural Disaster Prevention and Control plans to receive relief goods from the Australian and Russian governments, the ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre) and many other international organizations. These relief resources include essential necessities, kitchenware, household items, home repairs, water filtration equipment, personal hygiene products and cash to support localities. Relief goods will be distributed to localities heavily affected by the recent "storm on storm, flood on flood" wave, especially the northern provinces such as Lang Son, Cao Bang, Thai Nguyen, Tuyen Quang, Bac Ninh , etc.
Previously, the National Steering Committee for Civil Defense sent a letter to international organizations and embassies calling for urgent support for the northern provinces that suffered heavy damage due to storm No. 11 and subsequent floods. A number of international partners and humanitarian organizations are coordinating with Vietnamese authorities to assess the need for additional relief and prepare further support programs.
Regarding the natural disaster situation, the Department of Dyke Management and Natural Disaster Prevention and Control said that by 5:00 p.m. on October 13, floods on rivers continued to recede, and water levels were mostly below alert level II.
Specifically, Cau River at Luong Phuc station is 6.63m (0.37m below alarm level II), Ca Lo River at Manh Tan is 7.07m (0.07m above alarm level II), Thuong River at Phu Lang Thuong is 5.54m (0.24m above alarm level II).
Thanks to the rapid water level reduction, by the afternoon of the same day, 6,670 houses were flooded (5,167 in Bac Ninh, 1,503 in Hanoi ), a decrease of 5,564 houses compared to the morning. More than 5,500 households returned home from flood shelters, urgently cleaning up, clearing up, and repairing damage.
Regarding electricity and telecommunications, the electricity sector has restored power to more than 525,000 customers, while 25,494 customers in Thai Nguyen, Bac Ninh, Lang Son, and Cao Bang are still being processed, expected to be completed on October 14.
According to the synthesis up to the afternoon of October 13, the economic damage in the whole North is estimated at more than 8,700 billion VND (Lang Son 1,050 billion VND, Cao Bang 2,000 billion VND, Thai Nguyen 4,000 billion VND, Bac Ninh 1,670 billion VND). Localities are focusing on mobilizing forces, overcoming consequences, ensuring the safety of dykes, the environment and people's lives, and at the same time preparing to respond to the new heavy rain forecast to take place from the afternoon of October 13 to October 15.
