In the morning, the Congress discussed the content of the Central Military Commission's Political Report for the 2020-2025 term and carried out a number of other important contents as planned. General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the discussion session.
Participating in the Presidium of the congress were comrades: General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army; General Nguyen Tan Cuong, Member of the Party Central Committee, Standing Member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense; comrades of the Party Central Committee, Standing Member of the Central Military Commission, Deputy Minister of National Defense: Senior Lieutenant General Vo Minh Luong, Senior Lieutenant General Hoang Xuan Chien.

During the discussion session, with a spirit of serious work, promoting democracy, upholding responsibility, self-criticism and criticism, delegates contributed many high-quality opinions, basically agreeing with the draft documents of the Central Military Commission for the 2020-2025 term submitted to the Congress.

On behalf of the Presidium, General Phan Van Giang concluded the discussion and contributed comments to the documents of the Central Military Commission submitted to the Congress, stating that the comments focused on evaluating the results and outstanding achievements in all aspects of work that the Central Military Commission and Party committees at all levels have led and achieved in the 2020-2025 term; pointed out the remaining shortcomings, limitations and lessons learned from the practice of leadership, direction, and implementation of tasks in each aspect of work.
General Phan Van Giang summarized the content of the delegates' comments and proposed solutions for the direction, goals, and leadership measures in the Political Report of the Central Military Commission, aiming to improve the quality of leadership, direction, organization, and implementation, determined to successfully complete the tasks of military and defense work, Party building work of the Army, and other aspects of the entire army's work in the 2025-2030 term.
The Congress voted 100% unanimously in agreement with the conclusion of the Presidium representative on the discussion of documents of the Central Military Commission.

At the end of the morning session, General Nguyen Tan Cuong, on behalf of the Presidium, directed the nomination, candidacy, and voting to approve the list of delegates to the Military Party Delegation to the 14th National Congress of Delegates and the list of the Ballot Counting Committee. The Congress voted to elect 45/48 official delegates to join the Military Party Delegation to the 14th National Congress of the Party.
In the afternoon, under the direction of General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, the delegates voted to elect three alternate delegates to join the Party delegation of the Army to attend the 14th National Congress of the Party.



Official and alternate delegates were elected with concentrated votes and high confidence.

Thus, the Congress elected 48 delegates (including 45 official delegates and 3 alternate delegates). Along with 15 ex-officio delegates, the Party Committee of the Army has 63 delegates attending the 14th National Congress of the Party.

Also in the afternoon, General Trinh Van Quyet thoroughly grasped the discussion content and contributed opinions to the draft documents of the Central Executive Committee to be submitted to the 14th National Party Congress. The delegates returned to their groups to discuss, then synthesized and reported the results according to regulations.
