May 10, 2024 marks the 65th anniversary of the establishment and development of the Party Committee of the Agencies and Enterprises Bloc of Lao Cai province (May 10, 1959 - May 10, 2024).

Arising from the political tasks of the province, and to strengthen and promote the leadership role of the Party, and to advise the Provincial Party Committee on implementing Party building tasks, on May 10, 1959, the Standing Committee of the Provincial Party Committee issued a decision to establish the Party Committee of the People's Government of Lao Cai Province (now the Party Committee of the Provincial Agencies and Enterprises Bloc). This has become a milestone marking the birth of the Party Committee of the Bloc.

The establishment of the Party Committee of the Bloc has significant political importance, meeting the requirements for building, consolidating, and unifying grassroots party organizations in the provincial departments, agencies, and mass organizations; helping the Provincial Party Committee strengthen its leadership, guidance, and management of party organizations and the contingent of cadres and party members in provincial agencies...

In its early years, the Party Committee of the Bloc faced numerous difficulties. The provisional Party Committee had 5 members, with 18 subordinate branches and nearly 200 party members. During this period, most agencies lacked sufficient party members to establish separate branches, resulting in mostly combined branches across multiple agencies. The models, organizations, structures, positions, roles, functions, and tasks of party organizations within the Bloc's Party Committee were inconsistent; the party work staff, from the Executive Committee, Standing Committee, and the Bloc's Party Committee Standing Board to the grassroots party committees, were mostly part-time officials. The Bloc's Party Committee gradually overcame these difficulties, actively advising the Executive Committee and Standing Committee on organizing and effectively implementing political and professional tasks, consolidating party organizations and members, and contributing to the socio-economic development, national defense, and security of the province.

In each stage, the Standing Committee of the Party Committee of the Bloc has focused on consolidating grassroots party organizations and training cadres; continuing to receive a number of party branches established, merged, or transferred to the direct control of the Party Committee of the Bloc by the Provincial Party Committee; focusing on reorganizing the organizational structure, receiving and transferring party organizations, and assigning party committees and specialized cadres to the Party Committee of the Bloc and other party organizations to gradually operate in an orderly manner, while also paying attention to party development and training cadres to ensure they are capable of leading and fulfilling tasks in the new situation.

To date, the Party Committee of the Bloc has 86 grassroots party branches and committees (44 grassroots party committees and 42 grassroots party branches); 1 departmental party committee; and 256 party branches directly under the grassroots party committees with more than 5,500 party members. The Executive Committee of the Party Committee of the Bloc has 27 members (7 of whom are members of the Provincial Party Committee); the Standing Committee of the Party Committee of the Bloc has 9 members.

The entire Party Committee of the Agencies and Enterprises Bloc comprises 524 grassroots Party committee members and 830 Party committee members of branches directly under the grassroots Party committees and departmental Party committees. The Party Committee of the Agencies and Enterprises Bloc of Lao Cai province is a unique Party committee with many types of grassroots Party organizations and no equivalent level of government; its cadres and Party members are highly qualified, and the grassroots Party organizations in the highest-level agencies and units of the province directly advise the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee on all areas of socio-economic development, national defense, and security; contributing to improving the quality and effectiveness of leadership, management, and implementation of the province's political tasks.

Over 65 years of construction and development, with 24 congresses, each congress has marked a step forward in the maturity and growth of the Party Committee of the Bloc.

The Party Committee of the Bloc has had various names to suit the practical situation of each historical period. Under any conditions or circumstances, the Party Committee of the Bloc has always upheld the tradition of unity, proactively improved its organizational structure, and focused on the grassroots level; proactively and flexibly applied the Party's guidelines and policies to specific situations; closely followed the resolutions of Party congresses at all levels and the leadership of the Provincial Party Standing Committee, concretizing them into resolutions, programs, and plans to focus on leading and directing the comprehensive, synchronized, and in-depth implementation of all aspects of Party building work; led the grassroots Party organizations within the bloc to effectively carry out political tasks and production-business tasks; maintained the principle of democratic centralism; reformed working methods, improved the leadership capacity and fighting strength of Party organizations, and enhanced the quality and effectiveness of the work of cadres and Party members; and achieved important and comprehensive results in all aspects of work.

The work of political and ideological education and the cultivation of revolutionary ethics for Party members has received attention from Party committees and organizations at all levels. The study, understanding, and implementation of Party resolutions have seen many innovations and have been organized in various appropriate forms, creating high unity and quickly bringing resolutions into life. The study and emulation of Ho Chi Minh's thought, morality, and style have been intensified, becoming an important and regular task with many effective and creative approaches that yield practical results.

The restructuring and consolidation of Party organizations have been synchronized and unified with the restructuring of the organizational apparatus of agencies and units. The quality of grassroots Party committees has been gradually improved; professional training in Party work for Party committee members and specialized Party officials has been strengthened. The quality of Party branch meetings has been gradually improved in terms of content and form, with increased thematic meetings and greater focus on political and ideological activities... overcoming the monotony and formality in Party meetings.

The Party's inspection, supervision, and disciplinary work has been strengthened, proactively adhering to the practical situation and requirements of Party building, and the political tasks of agencies, units, and enterprises to lead and organize the implementation of inspection and supervision tasks. This has made a significant contribution to Party building and rectification, the fight against corruption, waste, and negative phenomena, and the maintenance of strict Party discipline and order.

In recent years, the recruitment of new party members has always been a priority for Party committees at all levels, achieving high results in both quantity and quality. On average, the entire Party Committee of the Bloc recruits over 200 new members annually, meeting and exceeding the planned targets.

The Party's leadership methods have been gradually reformed; Party committees at all levels have focused on improving the quality of drafting, issuing, and implementing resolutions, programs, and work plans; promptly leading the resolution of difficult and complex issues at the grassroots level; formulating policies, tasks, and measures to build clean and strong Party branches and committees; and detecting, combating, and preventing manifestations of ideological, political, moral, and lifestyle degradation among a segment of cadres and Party members.

The leadership of political and social organizations has gradually become more in-depth and effective; the content and methods have undergone many innovations, attracting a large number of members to participate, and patriotic emulation movements have been promoted.

These achievements are primarily due to the Party's correct reform policies; the State's mechanisms and policies are becoming increasingly complete, specific, and synchronized. The Party Committee of the Bloc has always received the attention, leadership, and guidance of the Provincial Party Committee, and directly from the Standing Committee and the Executive Committee of the Provincial Party Committee; the coordination and assistance of the advisory and support agencies of the Provincial Party Committee, and leaders at all levels and sectors in the province. Simultaneously, the Executive Committee, the Standing Committee of the Bloc's Party Committee, and the grassroots Party committees have always been united, proactive, creative, daring to think, daring to act, daring to take responsibility, and constantly innovating their leadership methods.

The quality of cadres, Party members, civil servants, and employees has been improved; the Party Committee has always been united, dynamic, creative, and strived to advise and effectively implement assigned tasks. Annually, over 95% of grassroots Party organizations and 95% of Party members achieve a good or excellent performance rating; the Party Committee of the Bloc has consistently achieved good and outstanding performance ratings for many years. This has been the central focus throughout the leadership and guidance of the Party building work of the Bloc's Party Committee in recent years.

With the achievements made over the past 65 years, the Party Committee of the Bloc has been honored to receive the Third and Second Class Labor Orders from the Party and the State, the Excellent Emulation Flag from the Prime Minister, and many other prestigious awards. Many Party committees, branches, and members within the Party Committee of the Bloc have also received prestigious awards from the Party and the State.

This is a great honor and source of pride, encouragement, and motivation for the Party Committee and all cadres and Party members of the Party Committee Bloc throughout their efforts, training, and growth; it is an invaluable asset for present and future generations to preserve and continue to develop.

The achievements over the past 65 years are vivid evidence and an important foundation for the Party Committee of the Bloc to continue to uphold its fine traditions, write new chapters in history; and strive to successfully implement the resolutions of the Party congresses at all levels and the Resolution of the Party Congress of the Bloc for the 2020-2025 term.
