9,950 prisoners were granted amnesty by the President.

According to the 2026 Amnesty Decision, the President of Vietnam will grant amnesty to 9,950 prisoners currently serving sentences who meet the eligibility criteria for amnesty in 2026.

On the afternoon of May 30th, the Office of the President, in coordination with the Ministry of Public Security , the Ministry of Foreign Affairs, the Supreme People's Court, and other relevant agencies, held a press conference to announce the President's decision on amnesty for 2026. Deputy Head of the Office of the President, Can Dinh Tai, chaired the press conference.

Speaking at the press conference, Deputy Head of the Office of the President Can Dinh Tai stated that this event has profound political , legal, and humanitarian significance, demonstrating the strictness of the law and the humane traditions of the nation, placing people at the center. The Party and the State have always consistently maintained the view that all violations of the law must be dealt with strictly. The ultimate goal of justice is not only punishment but also education, rehabilitation, and restoration of good human values.

The amnesty policy has yielded positive results; those granted amnesty have quickly stabilized their lives, actively participated in production, complied well with the law, and become good citizens, strengthening society's trust in human values.

Based on the recommendation of the Clemency Advisory Council, on May 26, 2026, General Secretary and President To Lam decided to grant clemency to 9,950 prisoners who met the criteria for clemency as stipulated by law.

This is not only a joy for those granted amnesty and their families, but also a testament to the effectiveness of humane criminal policy and the efforts of prisoner management, education, and rehabilitation.

Deputy Chairman Can Dinh Tai requested that all sectors, local authorities, organizations, businesses, and the entire population continue to support those granted amnesty in reintegrating into the community.

Responding at the press conference, Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, said that among the nearly 10,000 prisoners granted amnesty this time, 133 prisoners were involved in cases directed by the Central Steering Committee on Anti-Corruption; 644 prisoners had committed crimes against economic relations; and 63 prisoners were foreigners.

Amnesty is a special clemency policy decided by the President. Those who meet the criteria as determined by the President and guided by the Amnesty Advisory Council are granted amnesty. "Cases of corruption offenders who meet the criteria are also granted amnesty like other cases," said Lieutenant General Le Van Tuyen.

According to the Deputy Minister of Public Security, the work of reintegrating individuals into the community is given special attention, involving cooperation between local authorities and grassroots police.

The government has implemented a policy allowing former prisoners to borrow capital through the Social Policy Bank. More than 15,000 people have accessed this capital source, with a total loan amount exceeding 1,300 billion VND, to invest in production and business development.

Local police forces are working closely together. Many businesses are also recruiting former prisoners, and in some cases, they have even started their own businesses, creating stable income for themselves and their families.

This aims to help them overcome feelings of shame, provide them with a good environment for legitimate work, and prevent recidivism. The State has seriously implemented the Law on Reintegration into the Community in an open and transparent manner, considering it an important responsibility in the education and rehabilitation of prisoners.

These policies not only help pardoned individuals earn a living but also contribute to spreading positive examples, motivating others in similar circumstances to rebuild their lives.
