Nearly 10,000 prisoners were granted amnesty by the President.

DNVN - General Secretary and President To Lam has decided to grant amnesty to 9,950 prisoners who meet the legal requirements. This amnesty further affirms the humane and lenient policies of the Party and State, while also creating opportunities for those who have truly repented to reintegrate into the community.

At a press conference announcing Decision No. 751 dated May 26, 2026, of the President of Vietnam on the 2026 amnesty (Decision 751) held on the afternoon of May 30 in Hanoi, Mr. Can Dinh Tai, Deputy Head of the Office of the President, stated that Decision 751 has profound political, legal, and humanitarian significance; demonstrating the strictness of the law and the humane traditions of the nation. At the same time, it is a vivid manifestation of Vietnam's socialist rule of law state, which places people at the center, resolutely protecting the rule of law while creating opportunities for those who are truly repentant to reintegrate and contribute to society.

“2026 is a particularly important year as the country enters the phase of implementing the Resolution of the 14th National Congress of the Party, preparing new foundations for rapid and sustainable development, improving the quality of national governance and consolidating national unity.”

In this context, the implementation of the 2026 amnesty further affirms the consistent message of the Party and the State: no one is left behind if they are truly determined to correct their mistakes and strive to improve themselves through their own will," Mr. Can Dinh Tai emphasized.

Based on the recommendation of the Clemency Advisory Council, on May 26, 2026, General Secretary and President To Lam decided to grant clemency to 9,950 prisoners who met the legal requirements.

According to the Deputy Head of the Office of the President, this is not only a joy for those granted amnesty and their families, but also a testament to the effectiveness of humane criminal policy and the persistent efforts of the forces involved in managing, educating, and rehabilitating prisoners.

Mr. Can Dinh Tai also urged all levels, sectors, local authorities, the business community, social organizations, and the entire population to continue to support those granted amnesty in reintegrating into the community, transforming the opportunities given into motivation for striving so that each person returning can become a story of rehabilitation and striving for a better life.

Answering questions from the press, Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, said that amnesty is a special clemency policy of the State decided by the President to grant early release to those serving fixed-term prison sentences, life imprisonment sentences that have been reduced to fixed-term sentences, or those whose sentences have been temporarily suspended due to important national events and in special circumstances.

"Those who meet the eligibility requirements as stipulated in the President's Decision, and who fulfill the conditions and standards set forth in the President's Decision and the guidance of the Clemency Advisory Council, will be granted clemency as prescribed."

"Cases of corruption offenses, if they meet the conditions stipulated in the President's Decision, will also be granted amnesty like other individuals," Lieutenant General Le Van Tuyen affirmed.

With the responsibility of the Public Security sector, the Ministry also proactively advises local Party committees and authorities to closely manage and support those reintegrating into the community, creating conditions for them to have stable lives and reduce recidivism.
