On the morning of December 31, chairing the Conference of the Prime Minister's Dialogue with Farmers in 2024 with the theme "Arousing the aspiration to get rich to develop a prosperous and happy country; confidently entering a new era", Prime Minister Pham Minh Chinh said that he will continue to review and perfect mechanisms and policies so that the goal of developing ecological agriculture , modern rural areas, and civilized farmers will accelerate and make more breakthroughs.
The conference was held directly at the Government Headquarters, online with the People's Committees of 63 provinces and centrally run cities. Attending the conference were: Leaders of central departments, ministries, branches, socio-political organizations, leaders of provinces and centrally run cities and representatives of farmers nationwide with more than 4,500 delegates, including more than 2,000 farmers and representatives of cooperatives.
Before the Conference, the Central Committee of the Vietnam Farmers' Union organized many channels to receive questions, opinions and suggestions from farmers, cooperatives, experts, scientists and businesses operating in the fields of agriculture and rural areas. As a result, nearly 3,000 questions, opinions and suggestions were sent to the Government and the Prime Minister on issues related to agriculture, farmers and rural areas.
Through channels and directly at the Conference, the Prime Minister and leaders of ministries, branches and central agencies answered, shared and discussed with farmers and representatives of cooperatives many issues of common concern such as: Mechanisms, policies and resources to support farmers in developing cooperative groups and agricultural cooperatives; building planning for raw material areas, concentrated and large-scale commodity production. Along with that, promoting concentration and accumulation of agricultural land for large-scale production; digital transformation in the agricultural sector; promoting trade, stabilizing the export market for agricultural products; unblocking credit capital flows to serve agricultural and rural development; improving the quality of vocational training for farmers and rural workers...
The Prime Minister discussed policies to remove difficulties and obstacles in planning, land accumulation, encouraging the construction of concentrated raw material areas, agricultural product processing, credit policies for agriculture, farmers, and rural areas, especially for those affected by the recent storm No. 3 (Yagi).
The Prime Minister stated that we are shifting our thinking from agricultural production to agricultural economic development, with a very wide and comprehensive scope, so agriculture cannot stand alone but must have an ecosystem of other industries to develop together. To develop this ecosystem, there are many things to do such as accumulating land; applying science and technology, improving labor productivity; having mechanisms and policies on credit, taxes, etc.; building planning, policy mechanisms, developing infrastructure, etc.
Answering questions and proposals from delegates on deep processing, enhancing Vietnamese agricultural products, and attracting investment in the agricultural sector, the Prime Minister analyzed that first of all, it is necessary to build a brand, which the Ministry of Science and Technology, media agencies, and farmers must participate in. At the same time, deep processing for agriculture has not received strong investment, the State needs to encourage more investment, promote development linkages, diversify markets, products, and supply chains. It is necessary to research the market, customer psychology, see what consumers' needs are, and bring what people need, not what we have.
Because state resources are limited, there must be an order of priority, focus, and not spread out; at the same time, public investment must lead private investment, activating all resources for development, such as through public-private partnership, the Prime Minister emphasized.
Agricultural, forestry and fishery exports aim for 100 billion USD
After answering and sharing with delegates about issues of common concern, in his concluding remarks, Prime Minister Pham Minh Chinh assessed that the dialogue demonstrated consensus and love for agriculture, rural areas, and farmers.
The Prime Minister said that in 2024, under the leadership of the Party, directly and regularly led by the Politburo and the Secretariat, headed by the General Secretary, the drastic participation of the entire political system, the consensus of the people and businesses nationwide, the support and cooperation of international friends, we expect to achieve and exceed all 15/15 main targets.
In the overall achievements of the country, the agricultural and rural development sector, farmers make very important contributions. Notably, the export turnover of agricultural, forestry and fishery products is expected to exceed 62.5 billion USD, an increase of 18.7% compared to 2023 (a record); the trade surplus reaches 17.9 billion USD, accounting for 72% of the total export surplus of the entire economy; Vietnamese agricultural products are present in 190 countries around the world.
In the major balances of the economy, in terms of food alone, we not only have enough to eat but also have a high surplus, exporting over 9 million tons of rice, bringing in over 5 billion USD, contributing to ensuring food security in Vietnam and the world. Agriculture still plays its role as the pillar of the economy.
These achievements and results have contributed to affirming the correctness of the Party and State's policy on developing modern agriculture, building modern countryside, and civilized farmers - this is a great aspiration, a spirit of national pride that we must fulfill, no matter how difficult it is.
"We must achieve the target of exporting 100 billion USD worth of agricultural, forestry and fishery products in the coming years," the Prime Minister said, expressing his gratitude for the contributions of the agricultural and rural development sector and farmers to the country's development.
The Prime Minister emphasized nine important issues that relevant stakeholders need to continue to pay attention to in the coming time to promote ecological agriculture, modern countryside, and civilized farmers.
First of all, the Prime Minister emphasized that institutions and policies are still the bottlenecks of bottlenecks and must be breakthroughs of breakthroughs. The Prime Minister gave an example of removing the mechanisms and policies of the previous contracts 10 and 100, which transformed Vietnam from a country lacking food into the world's leading rice exporter; the poverty rate has dropped from 67% to only 1.93% now. This shows that resources originate from thinking, motivation originates from innovation, and strength originates from the people.
The Prime Minister hopes and requests that farmers continue to contribute ideas to jointly build and perfect institutions, mechanisms, and policies, including mechanisms and policies on land, taxes, fees, charges, credit capital, etc.; thereby removing practical bottlenecks, so that all people can contribute their efforts and resources to development, bringing the goals of developing modern agriculture, building modern countryside, and civilized farmers to be achieved faster, more rapidly, more breakthroughly, improving the material and spiritual life of the people to become more prosperous and happier.
The second issue is planning. Previously, due to the conditions, circumstances, and history of the country, planning work was not given due attention. Up to now, the needs of people and consumers are increasingly improving towards delicious and clean food, so planning work needs to be given more attention, especially industry planning, land planning, planning of industrial zones and clusters serving agricultural production...
The third issue is land. We must continue to review laws and regulations to free up resources from land, maximize the efficiency of land, because land is a constant, a limited resource. Along with that, we must exploit space such as developing satellite internet to provide telecommunication waves to remote areas; exploit sea space such as developing solar and wind energy; exploit underground space to bring benefits to farmers, promote the strength of farmers, develop rural areas and agriculture.
The fourth issue is capital and insurance. To get rich, we need capital. To promote agriculture in the direction of green development, develop key industries according to planning, develop products that the world needs, we need credit and insurance policies based on the contribution-benefit principle to encourage. At the same time, we must encourage businesses to participate in cooperation, support, and closely associate with farmers to ensure input and output for production; promote regional linkages, diversify products, markets, and supply chains.
The fifth issue is the market. To develop the agricultural economy, not just self-sufficient agricultural production, we must expand the export market, including special markets such as Halal food. The State must find a market for farmers' products, farmers must ensure the quality and build a brand for agricultural products, along with convenient and eye-catching designs, packaging, and contributions to capture market share.
"For tourists to buy products, the packaging of those products must be able to travel by plane, train, ship, or on foot...", the Prime Minister gave an example.
The sixth issue is to promote the application of science and technology and innovation, digital transformation, digitalization of agriculture, building databases, researching and developing artificial intelligence in Vietnam's agricultural sector, researching, accessing and transferring advanced technology, clean technology, green technology, in all stages from what to plant, what to raise, what to do business in to building geographical indications, promoting deep processing, researching packaging, designs... "The database will provide smart solutions, such as where to grow rice best, what is the best and smartest farming solution," said the Prime Minister.
The seventh issue is training high-quality human resources and transferring human resources from agricultural and rural areas to industrial and urban areas. The Prime Minister noted that sustainable labor transfer means on-site transfer, rural industrialization, and leaving agriculture without leaving the countryside.
The eighth issue is to define culture as an endogenous strength. If culture exists, the nation exists. Culture is national, scientific, and popular. Culture lights the way for the nation . "It is still the Trong Com song, it is still Cheo, it is Tuong, but if we innovate, invest, and apply science and technology to breathe life into each melody, it will be different and become a cultural industry, an entertainment industry," the Prime Minister said, emphasizing that we must exploit the potential differences, outstanding opportunities, and competitive advantages of agricultural culture and wet rice civilization. We must internationalize the values of national identity and nationalize the quintessence of world culture.
Ninth, the grassroots political system must always grasp the thoughts and aspirations of farmers and convey the Party and State's policies to farmers. At the same time, proactively propose institutions, mechanisms and policies based on practice; mobilize the combined strength of the political system, businesses and people to serve development.
The Prime Minister said that the Party and State have been focusing on promoting three strategic breakthroughs in institutions, infrastructure and human resources. Accordingly, building open institutions, cutting and simplifying administrative procedures to reduce compliance costs, reduce the mechanism of asking for and giving, reduce troubles and harassment, mobilize all resources for development; building strategic infrastructure (in terms of transportation, digital infrastructure, social infrastructure, healthcare, education and sports, etc.) to reduce logistics costs, increase product competitiveness, reduce time, costs and efforts for people and businesses; training human resources and transferring labor, improving skills, knowledge and qualifications of farmers.
Proposing that local Party committees and authorities periodically dialogue and listen to farmers, the Prime Minister called for, under the leadership of the Party, to continue promoting the spirit of self-reliance, self-improvement, innovation, creativity, solidarity and unity - this is the spiritual fulcrum of our nation, combining national strength and the strength of the times, to rise from our own hands, minds, sky, and sea, working together, enjoying together, winning together and developing together, with the whole country firmly advancing into the new era.
