Who is in social housing?

The implementation of social housing construction still faces many difficulties. Accommodation for people, especially policy beneficiaries, is still far from the set goals and needs.

Delegate Le Thanh Hoan (Thanh Hoa delegation) expressed the need to clearly focus and specifically answer who is living in social housing.

That is the reason why delegate Le Thanh Hoan ( Thanh Hoa ) agreed to include the topic of monitoring the implementation of legal policies on the real estate market and social housing development from 2015 to the end of 2023, when discussing the planned National Assembly's Monitoring Program for 2024 on the morning of May 27.

According to Mr. Hoan, social housing policy is a major policy of the Party and the State. Current laws also stipulate many mechanisms and policies on tax exemptions, land rents, land use fees, long-term credit with preferential interest rates and a number of other financial mechanisms to support the implementation of social housing policies.

Mr. Hoan pointed out that there are social housing situations in places where there are no participants; while in some places there are too many participants. There are also many different opinions on how to determine the target audience for social housing.

To develop social housing that truly meets social goals, delegate Hoan said it is necessary to clearly define policy mechanisms, provide support to the right beneficiaries, and limit profiteering from social housing policies.

The Thanh Hoa delegation proposed that the scope of monitoring this content should be comprehensive, with assessment throughout the housing development process. The monitoring period should start from 2006 - the effective date of the 2005 Housing Law, until the end of 2023.

Mr. Hoan also stated that the content of supervision needs to focus clearly and specifically answer who is living in social housing, which organization provides social housing, how social housing is supported; what is the current status of management and use of social housing in recent times; what are the goals and significance of social housing policies and what results have been achieved?

There are three issues related to social housing that National Assembly delegates proposed to clarify: environment, facilities and social facilities.

Sharing the same view with the delegate of Thanh Hoa province, delegate Nguyen Van Manh ( Vinh Phuc ) assessed that the topic of monitoring social housing and the real estate market is extremely important and receives special attention from society.

According to Mr. Manh’s analysis, the real estate market is facing many difficulties and has been frozen for several years, requiring solutions. Meanwhile, the development of social housing is also facing many difficulties, requiring many policy mechanisms to resolve them, especially institutional problems.
