India is hosting ITEC Day 2023 in Vietnam.

On September 15th, the 2023 India-ITEC Economic and Technical Cooperation Programme (ITEC) commemoration ceremony was held at the National Library in Hanoi by the Indian Embassy, with the participation of Vietnamese ministries, departments, training institutions, and ITEC alumni.

Launched in 1964, ITEC is a long-standing and successful capacity-building program of the Government of India, sharing best practices and experiences with 160 partner countries, including Vietnam.

Development cooperation has always played a central role in India's foreign policy. India has consistently been a reliable and steadfast development partner, sharing extensive development expertise across a wide range of sectors over the years.

The ITEC program encompasses a range of activities across various fields: supporting the establishment of educational institutions and facilities, assisting in the provision of instructors and equipment, and training personnel at reputable institutions in India.

Over the years, the program has trained more than 200,000 personnel from over 160 countries in both civilian and defense fields. Even during the disruptions caused by the Covid-19 pandemic, the ITEC program continued to be implemented regularly through online courses, also known as e-ITEC.

In addition to pre-planned multinational training programs, India also offers country-specific training in management and skills areas through programs designed and taught by leading organizations in India.

The ITEC program – a leading India-Vietnam development cooperation program – began in the 1970s. The presence of over 3400 ITEC alumni in Vietnam reflects the comprehensive Strategic Partnership, particularly in the areas of capacity building and expertise sharing.

The relevance and usefulness of the ITEC program in Vietnam is demonstrated by the increasing number of ITEC scholarships, with approximately 200 civilian and defense ITEC scholarships currently available for Vietnam.

The ITEC program encompasses human resource development in a wide range of fields, from information technology, public administration, small and medium-sized enterprises, business, rural development, parliamentary affairs, journalism, agriculture, renewable energy, water resources, finance, accounting, space science, and cybersecurity.

Similarly, the defense sector offers training programs in UN peacekeeping, security and strategy, defense management, maritime and aviation engineering, logistics and administration, hydrography, counter-terrorism and riot control.

Training and capacity building programs in the defense sector under the ITEC program are one of Vietnam's priority commitments.

ITEC courses at various military training facilities began in the 1990s, and since then, more than 1,000 Vietnamese officers have participated in various courses at Indian Army, Navy, and Air Force training facilities.

Long-term training courses are also organized for Vietnamese officers at prestigious academies such as the National Defence Academy (NDA), the Indian Military Academy (IMA), the Air Force Academy (AFA), the Defence Staff College (DSSC), the Defence Military Administration College (CDM), and the National Defence College (NDC). India also has training teams at the University of Communications, the Naval Academy, and the Nha Trang Air Force Officer School...

ITEC Day is an annual event organized by the Embassy of India in Hanoi and the Consulate General in Ho Chi Minh City to renew the relationship between India and ITEC alumni in Vietnam – who are considered a bridge to Vietnam by contributing to friendship, understanding, and mutual respect, especially at the people-to-people level.
