An Giang issues regulations on extra teaching and learning

GD&TĐ - The Department of Education and Training of An Giang province has just issued an official dispatch guiding the implementation of regulations on extra teaching and learning in the province.

Accordingly, Instruction No. 945 of the Department of Education and Training of An Giang province applies to tutors, tutors; organizations and individuals organizing tutoring and tutoring in the province.

On extra teaching and learning inside and outside school

Specifically, regarding the organization of extra teaching and learning in schools, extra teaching is only organized for students who have the need, voluntarily register and belong to one of the following groups: weak students needing extra tutoring; excellent students receiving extra training; final year students reviewing for graduation or admission exams.

Do not collect fees for extra teaching or learning in any form and must publicize the teaching and learning plan, student list, and subject content; ensure that the program is not taught ahead of schedule and that the timetable does not overlap with regular school hours.

Regarding the organization of extra teaching and learning outside of school. Organizations or individuals organizing extra teaching and learning activities outside of school with fees from students (collectively referred to as extra teaching establishments) must fully comply with the following requirements: Register for business in accordance with the provisions of law. At the same time, publicly announce on the electronic information portal or post at the place where the extra teaching establishment is located the subjects that are organized for extra teaching; the duration of extra teaching for each subject according to each grade level; the location, form, and time of organizing extra teaching and learning; the list of extra teachers and the amount of extra tuition fees before enrolling students for extra teaching and learning classes. Extra teaching and learning establishments must ensure that they have good moral qualities; and have professional qualifications appropriate to the subjects they teach.

Teachers who are teaching at schools and participate in extracurricular tutoring must report to the Principal or Director or head of the unit about the subjects, location, form, and time of extracurricular tutoring. The amount of tuition collected outside of school is agreed upon between the parents, the student, and the tutoring facility.

The collection, management and use of tuition fees are carried out in accordance with the provisions of law on finance, budget, assets, accounting, taxes and other relevant regulations.

Cases where extra tutoring is not allowed

Absolutely do not organize extra classes for primary school students, except in cases of training in arts, sports , and life skills training.

Teachers are not allowed to teach extra classes outside of school (including online teaching) for money from students that the teacher is assigned by the school to teach according to the school's educational plan.

Teachers in public schools are not allowed to participate in the management and operation of extra-curricular teaching but can participate in extra-curricular teaching.

The People's Committees of communes, wards and special zones shall manage, guide, inspect and supervise extra-curricular teaching and learning activities for all organizations and individuals teaching extra-curricular activities outside of schools in the area; paying special attention to compliance with regulations on working hours, traffic safety and order, hygiene, fire prevention and fighting, etc.

The Department of Education and Training organizes or coordinates with relevant agencies to inspect and examine extra teaching and learning activities throughout the province; handles or proposes strict handling of violations.

The responsibilities of the units organizing extra teaching and the Principals of educational institutions are to strictly comply with the regulations on extra teaching and learning as stipulated in Circular 29/2024/TT-BGDDT and other relevant legal provisions.
