Up to now, the province has issued 9/9 urgent construction orders for 10 public investment projects (including 1 Urban Tram project phase 1 invested in the form of PPP, BOT contract), of which 8 projects have been approved and selected contractors.
Specifically, the projects include: Construction of embankments and leveling the ground for the construction of the APEC Conference Center and functional projects, disbursement of 272.9 billion VND, reaching 19.4%; undergrounding of technical infrastructure in An Thoi area, disbursement of 111.9 billion VND, reaching 26.6%; undergrounding of technical infrastructure in Duong Dong area, disbursement of 152.4 billion VND, reaching 27.7%; APEC Avenue has signed a construction contract; investment in technical infrastructure, digital transformation to build a smart monitoring and operating center for comprehensive management of Phu Quoc Special Zone; Provincial Road DT.975 (section from DT.973 - Phu Quoc Airport DT.975 - DT.973); Cua Can lake; project group of 4 resettlement areas: An Thoi, Cua Can lake, Suoi Lon lake, Ham Ninh. Provincial departments, branches and investors are urgently completing procedures to submit for approval the project for construction implementation.
According to An Giang Department of Finance, the total capital allocated in 2025 is more than 4,216 billion VND for 9 public investment projects, of which the central budget is 2,751 billion VND, the local budget is 1,465 billion VND and disbursed to date is more than 558 billion VND, equal to 13.2% of the plan.
Next, 11 investment projects under the public-private partnership (PPP) and business investment methods, of which 7 projects have selected investors. Specifically, the Phu Quoc International Airport expansion investment project - Sun Airport Joint Stock Company, with a total investment of 21,998 billion VND; the mixed urban area project - Bai Dat Do - Phu Quoc Sun Company Limited, with a total investment of 64,000 billion VND; the Nui Ong Quan Eco-tourism mixed urban area project - Phu Quoc Sun Company Limited, with a total investment of 5,550 billion VND; the Cua Can Lake Water Plant project - Investor: Binh Duong Water and Environment Corporation Joint Stock Company, with a total investment of 556 billion VND; the Bai Bon Domestic Solid Waste Treatment Plant project - Investor: Binh Duong Water and Environment Corporation Joint Stock Company, with a total investment of 382 billion VND; An Thoi Domestic Solid Waste Treatment Plant Project - LICOGI 13 Industrial Investment Joint Stock Company, total investment capital of 140 billion VND; Bai Bon Waste-to-Energy Plant Project - Joint Venture of GREENITY Hau Giang One Member Co., Ltd. - Tri Viet Energy Co., Ltd., total investment capital of 300 billion VND.
According to the leaders of the An Giang Provincial People's Committee, there are currently 4 projects that have not yet selected investors. Specifically, the 2 wastewater treatment plant projects in Duong Dong and An Thoi areas; the Duong Dong 2 water plant is waiting for local adjustments to the Phu Quoc Special Zone Master Plan to be approved to submit a Decision approving the application of investor selection in special cases; the APEC Conference Center is preliminarily appraising the investment policy, waiting for the Decree guiding the BT contract (payment by land fund) to complete the legal process before submitting to the Provincial People's Council for approval of the investment policy and implementing the next steps.
Chairman of the People's Committee of An Giang Province Ho Van Mung shared that the construction of 21 key projects not only serves the APEC Summit 2027 but also plays a key role in the development orientation of Phu Quoc Special Zone, aiming to turn the Pearl Island into an international-class resort, tourism, trade and service eco- tourism center. To ensure the projects are completed on schedule, the province focuses on accelerating the progress of public investment projects, and actively calling for investors to invest in non-budget projects.
Currently, the province still has 4 projects without investors, especially in the field of wastewater and waste treatment. The province has been working with investors to come up with the best policies and commits to the goal that when investors implement, the projects will operate effectively, bringing benefits to the businesses themselves and serving the socio-economic development of the locality.
The leaders of An Giang province pledged to implement projects serving the APEC Summit Week with a positive and urgent spirit, in accordance with legal regulations and procedures, ensuring progress, high quality, efficiency, preserving the landscape, protecting the environment and not affecting national security and defense obligations, absolutely not allowing negativity, corruption, loss, waste, or group interests to occur.
The province requires relevant departments, branches and investors to carry out their assigned tasks with the spirit of "6 clear", high responsibility, ensuring progress, complying with legal regulations on public investment, construction, cost management, and focusing on construction quality, labor safety and environmental protection. At the same time, closely coordinate with investors, Phu Quoc Special Zone and relevant agencies, promptly remove difficulties, especially in site clearance, ensuring the project is implemented smoothly and effectively.
Along with that, applying advanced technology, promoting digital transformation, management and supervision, especially the projects of the operational monitoring center, to create a comprehensively managed, modern and sustainable Phu Quoc. The province calls for the accompaniment of the Vietnam Fatherland Front at all levels and organizations and people of Phu Quoc Special Zone in community supervision, contributing to ensuring that projects are implemented transparently, effectively and as expected.
