Ba Ria-Vung Tau ranked 5th in PCI Index: Competing with yourself

Ranking 5th in the country in the Provincial Competitiveness Index (PCI) 2024 is a "praise" from the business community for the efforts of transformation, companionship and creativity of the Ba Ria - Vung Tau provincial government in creating a favorable environment and promoting sustainable development.

Top 5 in the country for economic management quality

As a project to produce a product of this type for the first time in Vietnam, the polysilicon factory (polycrystalline silicon with an almost absolute purity level - raw material for semiconductor products) of Tokuyama Group, Japan needs to carry out many procedures when implementing. Therefore, the leaders of the Provincial People's Committee, departments and branches have directly worked and guided the enterprise to carry out the project implementation dossier related to technology appraisal, waste treatment facilities, environment, input materials, etc.

Thanks to that, this enterprise quickly started construction of a raw material factory for the semiconductor industry. Mr. Kawaguchi, General Director of Tokuyama Vietnam Co., Ltd., expressed his gratitude for the support of the provincial government, thereby helping the project to be implemented smoothly. Mr. Kawaguchi also hopes to continue receiving support during the construction process so that the project can operate according to its set goals, contributing to the overall development of the province.

Not only supporting enterprises in project implementation, Ba Ria-Vung Tau authorities are always determined and close to promptly grasp information and remove obstacles from the smallest problems to national issues. Recently, petrochemical enterprises, the province's key industry, encountered difficulties due to competition from cheap imported products. The Provincial People's Committee immediately made recommendations to the Government, ministries and branches. Up to now, Prime Minister Pham Minh Chinh and Deputy Prime Ministers have directly met, grasped information and directed the study of support solutions related to taxes, fees, raw material import procedures, etc. to remove difficulties for petrochemical enterprises.

That is just one of the evidences demonstrating the province's efforts in economic management quality, creating a favorable production and business environment, promoting healthy competition; taking enterprises as the center, acting for sustainable development.

Keep listening and taking action

According to the Vietnam Chamber of Commerce and Industry (VCCI), PCI is not simply a ranking. It is an annual dialogue between the business community and localities, where businesses can speak frankly from practice so that the government can listen and take action.

In Ba Ria-Vung Tau, when the PCI Index rankings in 2023 were announced, ranking 6th nationwide, Chairman of the Provincial People's Committee Nguyen Van Tho commented that this was a good result. However, with the motto "good will do better", the province has inspected and evaluated all PCI component criteria, strongly promoting the implementation of tasks and each criterion. More importantly, it is to best serve the people and businesses, and the promotion in 2024 shows the results of those efforts.

However, the effort to improve the PCI Index is not aimed at the goal of competition between Ba Ria-Vung Tau and other localities, but is the basis for the province to continue to "compete" with itself, continue to make efforts today to do better than before. According to VCCI, the leading localities, including Ba Ria-Vung Tau, are always under great pressure to be more creative in creating a favorable investment and business environment, while maintaining the effectiveness of reform efforts.

Mr. Truong Tan Vu - Deputy Director of the Department of Finance said that the province will continue to synchronously deploy many solutions to improve the PCI Index and provide the best support for businesses. Accordingly, models such as "No waiting on Thursday", "Listen to people on Saturday", "Morning coffee with businessmen and fishermen" will be replicated. Special Task Force 997 will continue to remove difficulties for businesses, remove difficulties and obstacles in site clearance, land allocation, land lease, and change of land use purpose for businesses, etc.

BOX: In the 2024 PCI Index, the province has 3 indexes that have just decreased in score and rank, including: Dynamism and pioneering of the Government (Office of the Provincial People's Committee); Transparency (All relevant Departments and branches); Access to land (Department of Agriculture and Environment). Although it is a general trend, however, it is necessary to have assessment and solutions for improvement.
