In recent years, the Party Committee and authorities at all levels of Ba Thuoc district have focused on leading and directing the implementation of land management, planning and construction in the district, achieving some positive results. However, in reality, land management, construction planning and construction order management in the district still have many shortcomings, problems and limitations that need to be overcome soon, contributing to attracting investment for socio -economic development and improving people's lives.

The policies and laws on land, planning and construction have been and are being implemented promptly by Ba Thuoc district; the construction order situation has changed positively, the urban and rural landscape has been renovated and renovated, many projects and works have been invested in and built, contributing to the socio-economic development of the district. Basic construction investment projects comply with approved plans, land resources have been strengthened in management, the work of granting land use right certificates has been focused on implementation; land allocation, land recovery, change of land use purpose, compensation, site clearance and resettlement have been carried out basically ensuring the order and procedures according to regulations. Currently, Ba Thuoc district has 174 approved construction investment projects, with a total construction investment of more than 631 billion VND; of which, 59 traffic projects, with a total investment of more than 321 billion VND; 55 civil works projects, total investment of more than 142 billion VND; 21 technical infrastructure projects, total investment of more than 76 billion VND; 39 agricultural and rural development projects, total investment of more than 91 billion VND...
Currently, Ba Thuoc district is focusing on reviewing, supplementing, and building plans, mechanisms, policies, and lists of projects calling for investment in the 2021-2025 period to mobilize and call on investors to participate in investing in socio-economic infrastructure development and prioritize budget allocation to invest in important and essential infrastructure projects. Along with construction investment, the Regional Planning of Ba Thuoc district, Thanh Hoa province to 2045 has been approved by competent authorities. The general planning for construction of Canh Nang town, Ba Thuoc district, Thanh Hoa province to 2035 and 5 general planning for commune construction, 11 planning for construction of rural residential areas have been approved... However, land management, construction planning and construction order management in Ba Thuoc district still have many shortcomings, problems and limitations. Such as the quality of planning and land use planning is not high, some contents do not meet the socio-economic development goals of the locality. Land use in many places is still wasteful, low efficiency; land resources have not been fully exploited to become an important internal force serving socio-economic development. Compensation, site clearance, support and resettlement work... still have many limitations and obstacles, many projects are slow to be implemented, causing difficulties for investors and people. The quality and effectiveness of public service performance of a number of civil servants and public employees have not met the requirements of State administrative reform. Violations of construction order still occur in some localities; there are still projects, works and individual houses built without permission, wrongly licensed, wrongly planned and approved designs. The quality and connection of planning are still limited, the feasibility of planning projects is not high.
To rectify the shortcomings and limitations, improve the effectiveness of leadership and direction, restore order and discipline in the management, exploitation, use of land, planning and construction order in the area; at the same time, contribute to improving the competitiveness index, creating an attractive environment to attract investors to the area, Comrade Secretary of Ba Thuoc District Party Committee Pham Dinh Minh said: The Standing Committee of the District Party Committee requires Party committees, Party organizations, authorities, Fatherland Front and socio-political organizations at all levels to focus on performing well the tasks in the coming time, which are: Strengthening and innovating the leadership of Party committees at all levels, the management and operation role of the government in the fields of land, planning and construction. Continuing to promote and improve the effectiveness of propaganda, dissemination and education of laws on land, planning and construction to raise awareness for organizations, cadres, party members and people. The heads of Party committees, authorities, heads of agencies, units and localities, and deputies of heads in charge of land management, planning and construction must be proactive, regularly grasp the situation, and direct the good implementation of land management, planning and construction order in their units and localities. At the same time, they must uphold their roles and responsibilities, ensuring that all violations of land, planning and construction laws must be inspected, detected from the beginning, prevented and handled promptly and resolutely in accordance with regulations. Any unit or locality that allows violations of land, planning and construction laws to occur or is lax in leadership, management and performance of public duties, fails to detect, is slow to detect or is not resolute in handling after detection must bear full responsibility according to Party regulations and State laws. Along with that, the District People's Committee completes the adjustment of the land use planning for the period 2021-2030, the land use plan for 2023, linking the planning with the socio-economic development plan and the development orientation of the district in the coming time to submit to competent authorities for approval. Organize the announcement and publicization of land use planning and plans according to regulations; at the same time, strengthen the inspection of the implementation of approved land use planning and plans in each locality and of the district according to authority. Organize strict management of the current land use status for areas where land use planning and plans have been announced and made public. Organize the measurement, marking, and re-establishment of cadastral maps of some localities with errors and fluctuations. Develop a plan and roadmap for digitization and set up a software system for land and planning data across the district to serve management and public announcement, providing information for people who need to look up and access.
Strengthen planning work (general planning, urban planning, detailed urban planning, detailed planning of rural residential areas...), using architectural management regulations as the basis for urban development management and construction order management. For areas with orientation for community tourism development in the area (Pu Luong area), there must be clear orientation of shape, architectural form, color of works... and strict control of the protection of natural landscapes, maintaining the status quo of terrain and natural features bestowed by nature, ensuring aesthetics, harmony with nature, environment, and environmental landscape. Comply with legal regulations on procedures in the process of planning and implementation (consulting relevant agencies, organizations, residential communities, consulting specialized departments of the province...) to ensure scientificity, long-term vision, synchronization and unity between plans (provincial planning, district construction planning, urban planning, rural planning, detailed construction planning, land use planning...). After the construction planning is approved by competent authorities, it is necessary to organize the public announcement of the planning, hand over all planning documents to management agencies; at the same time, carry out boundary marking in the field so that people, organizations and enterprises know, implement and supervise the implementation of the planning; make a plan to implement the planning, develop coordination regulations in the management of construction order in the locality. Focus on reviewing construction plans in the area that have expired according to regulations, have shortcomings, are no longer suitable and propose solutions to handle and overcome them, report to competent authorities for consideration and resolution. Review, propose to cancel or cancel (according to authority) decisions approving investment policies and locations for projects that have expired the time to complete the dossier procedures, but have not been completed due to subjective reasons of the investor. Review and temporarily suspend projects that have been allocated land or leased land but have not been implemented, wait until after the construction plan is established and adjusted, if it is not suitable, a new project must be adjusted for continued implementation. Resolutely revoke projects and strictly handle violating investors according to the provisions of law. Strictly implement the transfer of work positions when not completing tasks for cadres, civil servants and public employees working in land management and construction according to regulations. Strengthen and improve the capacity of the apparatus for land management, planning and construction at the local level. The district coordinates with specialized agencies of the province to regularly guide and organize professional training for officials in charge of construction order management at district and commune levels. Regularly review and update land plots that have not been granted land use right certificates to request land users to complete procedures to request land use right certificates according to regulations. Focus on resolving land disputes, complaints and denunciations according to regulations right at the grassroots level, absolutely do not let hot spots arise, petitions go beyond the level and mass complaints arise. Strengthen the inspection, examination and supervision of land management, use, planning and construction under the authority of the district and communes and towns for organizations and individuals using land, project investors...
