Leveraging local potential and advantages to reduce poverty.

Taking advantage of its vast grasslands, Bac Ai district has encouraged the Raglay people to develop cattle farming models. With the attention and support of the State through national target programs, many families have achieved a more prosperous life than before.
According to K'tơ Phân, the head of Ta Lu 3 village in Phuoc Dai commune, Bac Ai district, more than 95% of Raglay ethnic minority households in the village have a stable income thanks to cattle farming. Some families own more than 50 cows, while even the smallest families have 10-20.
In Da Ba Cai village, Phuoc Thanh commune, the family of Mr. Pi Nang Quoc previously raised cattle on a small scale and spontaneously, resulting in low efficiency. After receiving financial support, training in livestock farming, barn construction techniques, and disease prevention, Mr. Quoc's family now owns 5-7 cows, selling two batches of beef cattle annually and earning a profit of over 35 million VND.
Upon arriving in Phuoc Tan commune, we visited the medicinal herb garden under development. Local officials informed us that the district highly values the project for planting, researching, and producing medicinal plants, as these plants are expected to create distinctive, competitive, and sustainable marketable products.
To expand the scale of production, the local government and relevant agencies in Bac Ai district have considered mobilizing local people to contribute land for the cultivation of medicinal plants to broaden the production area. Currently, the medicinal plant garden is attracting dozens of Raglay ethnic minority workers, providing them with a stable income of 7-8 million VND per person per month.
According to Pinang Phong from Da Trang village, Phuoc Tan commune, both his wife and nephew are currently working in the medicinal herb garden, earning approximately 8 million VND per month.
"The work of cultivating medicinal plants was guided by technical staff, and now we are proficient in it. My family chose to work here because it's close to home and the income is stable," Phong said.
Unify and focus on effectively implementing National Target Program 1719.
As one of the poorest districts in the country, with over 90% of its population being the Raglay ethnic minority, in recent years, resources from national target programs, focusing on the National Target Program for socio -economic development in ethnic minority and mountainous areas for the period 2021-2030 (National Target Program 1719), along with investment in infrastructure serving production, have enabled local Party committees and authorities in Bac Ai district to prioritize production support, gradually creating conditions for ethnic minorities to develop their economy, reduce poverty, and become wealthy.
Thanks to resources from national target programs, with the support of local authorities, and the hard work and high determination of the people, Bac Ai has gradually changed its small-scale farming practices, forming concentrated production areas in a sustainable direction; the lives of many ethnic minority families have improved significantly.
By the end of 2023, the poverty rate in Bac Ai district had decreased to 34.81%, and the near-poverty rate to 8.78%. To rapidly reduce the poverty and near-poverty rates, according to the leaders of the Bac Ai District People's Committee, in the coming period, the local government will focus on planning and expanding agricultural cultivation areas in regions with reliable irrigation water sources. Simultaneously, they will continue to encourage farmers to switch to crops suitable to the local natural conditions to improve productivity and product quality, thereby providing them with a more stable source of income.
