Specifically in 2024, using funds from the National Target Program for Sustainable Poverty Reduction, the commune implemented a project to raise indigenous pigs for meat, with 36 households participating and a scale of 180 pigs. At the same time, the commune implemented a model for restoring and developing several special glutinous rice varieties for the main crop season, carried out in the Na Chang field on a scale of 2.4 hectares, with 23 households participating.
Through the implementation of production development models, people receive support in the form of seedlings, supplies, fertilizers, and participate in training courses on the transfer of scientific and technical knowledge regarding the treatment of livestock waste and agricultural by-products, as well as methods for caring for and controlling pests and diseases affecting livestock and crops. As a result, the average per capita income in the entire commune has now reached 31 million VND/year.
According to Mr. Lanh Van Hieu, Chairman of the Tan Lap Commune People's Committee, in order to achieve the goal of reducing the poverty rate each year, along with the local efforts, the commune hopes to continue receiving support for investment in improving essential infrastructure and facilities, and support for production development to maximize strengths and contribute to sustainable poverty reduction.
In An Thang commune, Pac Nam district, which has the highest rate of poor and near-poor households in the district (over 70%), but with comprehensive solutions, the locality has achieved the poverty reduction target of over 4.7% in 2024.
“We assigned members of the Steering Committee to be in charge of each village, and from there developed detailed plans for each household regarding the indicators of deprivation so that solutions could be implemented. We are trying to leverage the capital from national target programs to support housing, economic development, and mobilize social resources to achieve the target of reducing the poverty rate by 4.7% this year,” shared Mr. Ly Van Thanh, Chairman of the People's Committee of An Thang commune.
Accelerate the implementation progress of National Target Programs.
In Ba Be district, from the early months of 2025, the district authorities proactively implemented solutions to carry out the National Target Programs, with particular emphasis on the role of the heads of units and localities.
In 2025, Ba Be district plans to disburse over 50 billion VND to continue implementing poverty reduction programs and projects for the 2021-2025 period. The district aims to reduce the poverty rate by 2-2.5%. To facilitate implementation, the district has set forth several solutions, including: enhancing the sense of responsibility of Party committees and authorities at all levels in poverty reduction; encouraging and motivating people to strive to overcome poverty; and applying scientific and technological advancements to agricultural, industrial, and service production to improve productivity and product quality.
“To effectively implement the targets and objectives and disburse allocated funds, Ba Be district directs specialized agencies and the governments of communes and towns to focus on implementing decisively and synchronously solutions to accelerate the progress of projects, sub-projects, and component contents of the program for which they are the investors and lead implementers; promptly disburse allocated funds to ensure the plan and regulations are met. At the same time, proactively review and gather information, strengthen inspection and supervision to identify difficulties, obstacles, and shortcomings and take immediate measures to resolve them,” shared Mr. Pham Ngoc Thinh, Vice Chairman of the People's Committee of Ba Be district.
According to a report by the People's Committee of Bac Kan province, in 2024, the province's multidimensional poverty rate decreased by 2.49% (from 21.95% to 19.46%), with a 4.17% reduction in poor districts and a 3.38% reduction in poor households among ethnic minorities, achieving and exceeding the set plan. Policies supporting production development, eliminating temporary housing for poor households, preferential credit policies, vocational training, and job creation for the people have been implemented synchronously. Approximately 5,000 poor and near-poor households have received preferential loans for economic development; thousands of households have received loans for housing construction, overseas employment, job creation, preferential loans for students, loans for clean water and sanitation, or loans for production and business in disadvantaged areas.

Bac Kan province aims to reduce the poverty rate by 2-2.5% by 2025, with poor districts striving for a reduction of 4-5% or more annually. To achieve this goal, the province will continue to implement the National Target Program for Sustainable Poverty Reduction in a coordinated manner, mobilizing and integrating resources from the Program with other National Target Programs for socio-economic development in ethnic minority and mountainous areas, the National Target Program for New Rural Development, and the province's socio-economic development program. Simultaneously, it will effectively utilize resources to focus on poverty reduction, especially in poor districts and particularly disadvantaged communes.
