Continuing in that spirit, Bac Ninh has just launched a Digital Skills Competition for officials and civil servants in response to the Digital Literacy Movement, which is expected to create a more "elite" workforce in the operation of the two-tiered local government.

The key objective set for the Bac Ninh Provincial Digital Citizen Competition 2025 is to raise awareness and promote action among all levels, sectors, and citizens regarding the role of artificial intelligence and digital transformation; to encourage officials and civil servants to use available AI applications to serve their daily work; and to promote the use of online public services, gradually forming a digital society.

The competition has a wide range of participants, from students and technology companies to ordinary citizens, all of whom can participate in various ways. The competition content closely follows practical issues such as the use of VNeID, online public services, AI applications to support work, education, healthcare, high-tech agriculture , or smart city management…
As a result, for the multiple-choice test section, the entire province had nearly 202,000 registrations; nearly 1.3 million test attempts and 2.1 million website visits. For the idea and product section, there were 123 valid entries. After rigorous evaluation rounds, the judging panel selected 60 entries for the product development round. After the final judging, 20 authors and groups of authors with outstanding ideas and products were recognized and awarded prizes.
More importantly, many of the ideas submitted to the competition demonstrated a shift in mindset regarding technology. AI is no longer a distant concept but is becoming a tool for solving specific problems in daily life. From models supporting learning and virtual assistants for handling administrative procedures to solutions serving the community, all reflect the people-centered spirit of digital transformation.

Building on the success of the 2025 Digital Citizenship Competition, Bac Ninh province is continuing to implement the 2026 Digital Skills Competition for officials, civil servants, and public employees with the goal of building a digital civil servant workforce.

Current evidence shows that many grassroots officials have proactively applied AI to document drafting, presentation creation, data aggregation, and assisting in resolving administrative procedures, helping to shorten processing time and reduce pressure on the administrative apparatus.
However, along with opportunities come many challenges such as the risk of data leaks, fake news, misinformation, or the misuse of AI without verification… Therefore, digital skills training for officials and civil servants should not only focus on using technology but also include awareness of information security, digital ethics, and public service responsibilities in the online environment.
According to the plan, the 2026 Digital Skills Competition for officials and public employees will focus on practical topics such as using artificial intelligence in the workplace, identifying fake news, protecting personal data, cybersecurity, and skills in using VNeID and online public services. These are skills that are becoming mandatory requirements for officials and public employees in the digital work environment.
The competition will be held online with randomly generated questions on a digital platform, tentatively using the Ministry of Public Security 's MOOC system. Each individual who wins first prize each week, and the agency, organization, unit, or locality that participates most actively after the four weeks of the competition, will be awarded a prize.
It can be said that the implementation of competitions on digital citizenship and digital civil servants demonstrates Bac Ninh's determination to foster the habit of using technology in society.

The shift from digital citizens to digital civil servants is not just a change in target groups, but also reflects a transformation in development thinking – placing people at the center of digital transformation, aiming for a modern, transparent administration that better serves the needs of citizens and businesses," affirmed Mr. Nguyen Gia Phong, Deputy Director of the Department of Science and Technology.
