On July 12, 1968, upon detecting American warships encroaching on the coastline 8km away, the 45th Artillery Company of Ha Tinh, stationed at the Bai Dua artillery position in Cuong Thinh village, former Xuan Lien commune (now Co Dam commune), was ordered to open fire. Nearly 30 enemy aircraft attacked and launched missiles at the position. In this fierce battle, the artillery position, with its 4 x 105mm and 4 x 12.7mm guns, was engulfed in flames, and 16 officers and soldiers bravely sacrificed their lives. In addition, 4 more officers and soldiers of the company died at different times.

For over 50 years, this place only had a simple memorial plaque commemorating the fallen heroes. Wishing to restore a monument to honor and preserve historical memory, the Party Committee and government of Nghi Xuan district (formerly) and Co Dam commune have made efforts to mobilize resources to build the memorial area.
