Eight localities have completed the process of handling surplus office buildings.

According to statistics from the Ministry of Finance , eight localities nationwide have completed the process of handling all surplus buildings and land following the restructuring and streamlining of the administrative apparatus under the two-tiered local government model. Across the country, nearly 20,000 surplus buildings and land have been processed, contributing to the efficient use of public resources.

Of the total number of facilities processed, 4,538 were repurposed as office buildings; 3,401 served public service activities. Notably, 5,320 facilities were converted to public use purposes such as healthcare, education , culture, and sports. The remaining facilities were assigned to land development centers and real estate businesses for management and exploitation in accordance with regulations.

Of the nearly 20,000 surplus office buildings and land plots processed nationwide, over 26% have been repurposed for public sectors such as healthcare , education, and culture. The simultaneous reorganization of such a large number of office buildings directly impacts urban planning, requiring prompt action. Therefore, coordinated efforts and support from various ministries and agencies are essential.

The former headquarters of the Bac Giang Department of Culture, Sports and Tourism was handed over by Bac Ninh province to Ngo Sy Lien Primary School, expanding its learning space. In Hai Phong, the former headquarters of the Department of Health was transferred to the Obstetrics and Gynecology Hospital for renovation and continued medical examination and treatment. In Ninh Binh province, the Dinh Trang Cultural Center's activity space was doubled thanks to the merger of surplus headquarters. These are just three of more than 5,300 surplus headquarters nationwide that have been converted for public purposes.

Mr. Trinh Minh Duc, Chairman of the People's Committee of Ha Nam Ward, Ninh Binh Province, said: "Ninh Binh Province has approved the rearrangement of public assets, including the former kindergarten facility, to be used as a cultural center as it is today."

Mr. Pham Van Doan, Deputy Director of the Department of Construction of Ninh Binh province, shared: "Based on the guidance and direction of the Government, Ninh Binh also adheres to that process, ensuring that the purpose of the transformation serves and promotes the interests of the community and society."

When surplus office buildings are converted for healthcare, education, or cultural purposes, they must meet the following criteria: convenience for management, contiguous land plots connected to existing areas, creating a spacious and integrated new space, and providing a better working, living, and learning environment.

Mr. Nguyen Dong Kim, Deputy Director of the Hai Phong City Department of Finance, stated: "Regarding the conversion of functions, the city has instructed relevant departments and agencies to guide the receiving units to develop plans for renovation, repair, and functional conversion to serve new needs."

Mr. Ngo Tan Phuong, Vice Chairman of the Bac Ninh Provincial People's Committee, stated: "For locations that are clearly defined and have a clear direction, we will immediately allow the conversion of their function. For those areas that are not yet suitable according to our plan, we will assess the situation and assign the land development to the Land Fund Development Center."

Currently, there are 5,488 surplus land and property assets nationwide that need to be processed. Given the widespread distribution of these assets from rural to urban areas, prompt guidance from ministries and agencies on land use conversion will be crucial for localities to accelerate the process.
