The regulations of the Party Central Committee stipulate that the Party Group and Party Committee at the provincial level are Party organizations established by the Standing Committee of the Provincial Party Committee or the City Party Committee directly under the Central Committee, and are under the direct and regular leadership of the Standing Committee of the provincial-level Party Committee.
The Party Committee and the Party Standing Committee at the provincial level perform the function of leadership and direction over the People's Council, People's Committee, People's Court, People's Procuracy, Vietnam Fatherland Front Committee, political and social organizations, federations of literary and artistic associations, and federations of science and technology associations at the provincial level, in accordance with the Party Charter and the regulations and guidelines of the Central Committee.

Regarding organizational structure, members of the Party Committee and Party Executive Board at the provincial level are appointed by the Standing Committee of the provincial Party Committee based on proposals from the Party Committee's Organization Department and the Party Committee and Party Executive Board.
Accordingly, the members of the Party Committee of the Provincial People's Council include: the Chairman, the Vice-Chairmen of the People's Council, the Heads of the People's Council's committees, and the Chief of the Office of the National Assembly and People's Council delegation. The Chairman of the People's Council serves as the Secretary of the Party Committee, and one Vice-Chairman of the People's Council serves as the Deputy Secretary of the Party Committee.
The Party Committee of the Provincial People's Committee includes: the Chairman, the Vice-Chairmen of the People's Committee, the Director of the Department of Internal Affairs, and the Chief of the People's Committee Office. The Chairman of the People's Committee serves as the Secretary of the Party Committee, and one Vice-Chairman of the People's Committee serves as the Deputy Secretary of the Party Committee.
The Party Committee of the Vietnam Fatherland Front at the provincial level includes: the Chairman and Vice-Chairmen of the Vietnam Fatherland Front Committee (who are Party members), heads of political and social organizations, members of the provincial Party committee's executive board participating in the Vietnam Fatherland Front Committee, and the head of the specialized agency of the Vietnam Fatherland Front Committee responsible for advising on organizational and personnel matters (who are Party members). The Chairman of the Vietnam Fatherland Front Committee serves as the Secretary of the Party Committee, and one Vice-Chairman of the Vietnam Fatherland Front Committee serves as the Deputy Secretary of the Party Committee.
The Party Committee of the Provincial People's Court consists of: the Chief Justice, the Deputy Chief Justices, and the Head of the Personnel and Organization Department. The Chief Justice serves as the Secretary of the Party Committee, and one Deputy Chief Justice serves as the Deputy Secretary of the Party Committee.
The Party Committee of the Provincial People's Procuracy consists of: the Chief Procurator, the Deputy Chief Procurators, and the Head of the Personnel and Organization Department. The Chief Procurator serves as the Secretary of the Party Committee, and one Deputy Chief Procurator serves as the Deputy Secretary of the Party Committee.
The Party Committee members of provincial-level political and social organizations include: the Chairman, Vice-Chairmen, and Heads of departments (offices) responsible for advising on organizational and personnel matters (who are Party members) of that organization. The Chairman serves as the Secretary of the Party Committee, and one Vice-Chairman serves as the Deputy Secretary of the Party Committee.
The Party Committee of the provincial-level federation of literary and artistic associations and the federation of scientific and technical associations consists of: the Chairman, the Vice-Chairmen (who are Party members), and the Head of the Department (or Office) responsible for advising on organizational and personnel matters (who are Party members) of that organization. The Chairman serves as the Secretary of the Party Committee, and one of the Vice-Chairmen serves as the Deputy Secretary of the Party Committee.
Regarding working principles, the Secretariat stipulates that Party groups and Party committees at the provincial level work according to the principles of democratic centralism, collective leadership, individual responsibility, and decision-making by majority vote. For important matters exceeding their authority, they must seek the opinion of the Standing Committee of the provincial Party committee.
When members of the Party Committee or the Provincial Party Committee have differing opinions, and after discussion they cannot reach a consensus (the vote does not achieve a simple majority), they must fully report these differing opinions to the Standing Committee of the Party Committee.
The regulations also stipulate that Party committees and Party leadership boards at the provincial level shall hold regular meetings once a month, as well as specialized and extraordinary meetings when necessary; meetings may only be held when at least two-thirds of the members are present. The content of all meetings must be recorded in minutes, with conclusions and resolutions issued for circulation and implementation.
In cases where a meeting is not held due to unforeseen circumstances, the opinions of members of the Party group and Party committee may be obtained in writing (except for personnel matters).
