This regulation stipulates the Party's inspection, supervision and discipline work towards Party organizations and Party members in implementing the Political Platform, Party Statutes, policies, resolutions, directives, regulations, decisions, statutes, conclusions and instructions of the Party (collectively referred to as Party policies and regulations), and State laws.

This regulation applies to party organizations and party members, including party organizations whose term of operation has expired, which have been dissolved or changed due to organizational separation or merger; party members who have transferred jobs, quit their jobs or retired.
For party organizations and party members abroad, carry out inspection, supervision and enforcement of Party discipline according to these Regulations and regulations of the Politburo and Secretariat.

The Party's principles of inspection, supervision and discipline are as follows:
- Inspection and supervision are leadership functions of the Party, carried out by Party organizations and Party members must regularly conduct self-inspection.
- The superior party organization is responsible for inspecting and supervising the subordinate party organization and party members according to the assignment.
- This work needs to discover and protect positive factors, cadres who dare to think and act for the common good; at the same time, prevent, stop and strictly handle violations right from the beginning.
- All party organizations and party members are equal before party discipline, without exception, and must strictly comply with principles, processes, procedures, and authority as prescribed.
- Disciplinary enforcement must be consistent, objective, accurate, timely, and in compliance with the Party Charter and Central Committee's guidelines.
At the same time, Regulation No. 296-QD/TW has stipulated the settlement of denunciations against Party organizations and Party members; settlement of Party disciplinary complaints; and suspension of Party activities.
Specifically, according to Regulation No. 296-QD/TW, the subjects leading and directing inspection and supervision work are the Central Executive Committee, the Politburo, the Secretariat, Party committees and standing committees of Party committees at all levels.
The inspection contents for Party organizations are the implementation of the Party's policies and regulations, the State's laws; the implementation of the Party's organizational and operational principles, the maintenance of internal solidarity, working regulations, working regimes, and the implementation of democracy within the Party. The leadership and direction of the practice of thrift; the prevention and combat of corruption, waste, and negativity; the management and training of the moral qualities and lifestyle of Party members. The leadership, direction and organization of the implementation of administrative reform, legal and judicial reform. The leadership and direction of law enforcement agencies in the work of investigation, prosecution, trial, and execution of judgments. The recruitment, reception, planning, training, fostering, evaluation, rotation, transfer, secondment, job change, reappointment, promotion, transfer, arrangement, use, nomination for candidacy, election, commendation, discipline of cadres, and implementation of cadre policies.
Leadership, direction and settlement of complaints and denunciations; organization of declaration and disclosure of assets and income of cadres and party members.
For party members, check on party member standards, party committee member standards and performance of party member duties.
In performing the task of supervision, the subject of supervision is the same as the subject of inspection. The subject of supervision is the Party organization and Party members under the scope of management.
The content of supervision, for Party organizations and Party members, is the same as the content of inspection by Party committees.
The inspection and supervision subjects shall base on the requirements of tasks, Party building work and actual situation to develop inspection and supervision programs and plans; request relevant Party organizations and Party members to report, provide information and documents according to the inspection and supervision contents and must keep information and documents confidential...
The subjects of inspection and supervision must strictly comply with the Party Charter, Party regulations and requirements of the subjects of inspection and supervision; fully and honestly report and explain the requested contents. The contents of inspection and supervision must not be disclosed to organizations or individuals who are not responsible; recording, audio recording, or broadcasting equipment must not be used when working with the subjects of inspection and supervision.
