Purpose of request

Raise awareness and responsibility of society, agencies, organizations, families, individuals and children about the role and importance of child protection, care and education; to ensure and effectively implement the guidelines in "Plan No. 46/KH-TU dated January 09, 01 of the Provincial Party Committee's Standing Committee on strengthening the Party's leadership in child care, education and protection in the new situation" and "Plan No. 2013/KH-UBND dated August 4197, 15 of the Provincial People's Committee on implementing the Program on prevention of child accidents and injuries, creating favorable conditions for children's development in the 8-2021 period" society develops both physically, personality and intellectually with a safe, friendly and healthy living environment.

4. 100% of communes, wards and townships set up a Steering Committee and plan to implement summer activities, of which 75% maintain weekly summer activities for children.

5. Mobilize over 50% of local students to participate in local summer activities.

Organized for union members, youth, pupils and students to participate in activities "Gratitude", "Drink water, remember the source" on the occasion of War Invalids and Martyrs' Day (July 27); organize the candlelighting ceremony of gratitude; visiting and giving gifts, helping families of war invalids and martyrs, families with revolutionary merits, and heroic Vietnamese Mothers; organize "Family meal - Warm mother's heart"; visit and help the lonely elderly, children and people in mountainous areas, especially difficult areas of the province.

Organize the construction of projects and youth work from the province to the grassroots; mobilize and support and create favorable conditions for union members and young people to participate in volunteer activities for the community, participate in the construction of new rural areas and civilized cities in association with the implementation of the summer youth volunteer campaign; new construction or modification of toilet facilities for children, activities and entertainment points for children in residential areas; voluntary blood donation; "Volunteer Saturday", "Green Sunday", "Green Week" activities, traffic safety and order maintenance activities; counseling, orientation and job support activities for young people; to support the exam season, relay to school for pupils and students.

4. Inspection and supervision:

Based on the content of the plan for organizing summer activities, the Steering Committees at all levels shall develop a program of inspection and supervision; assign tasks of each member of the local Steering Committee in accordance with the actual situation; timely report on implementation results in localities and units; proactively comment, evaluate and reward individuals and groups with outstanding achievements in summer activities in 2023.

Solutions implemented

1. Innovating and creating ways to organize summer activities for young people, especially organizing summer camps, cultural festivals, experiences, etc. to attract children to actively and voluntarily participate; improve the capacity of the standing body (Youth Union at all levels) in a practical and effective manner.

2. Promote coordination between departments, agencies and mass organizations at all levels in implementing summer activities. Especially, appointing professional staff with expertise, skills and experience to participate in organizing summer activities for young people.

3. The localities should strengthen the initiative in organizing activities suitable to the actual conditions of each locality or integrating them into the professional tasks of each agency or unit to achieve the highest efficiency. At the same time, strengthen propaganda and raise awareness for sectors, levels, families and young people about the meaning, necessity and usefulness of participating in summer activities.

4. Increase mobilization of social resources to contribute to the organization of summer activities for young people: mobilize businesses located in the area to participate in material and spiritual support to organize summer activities for children; organizing cultural and artistic activities ... to create funds to organize summer activities.

5. Integrate the contents of summer activities with the implementation of tasks of the National Target Programs.

6. Provincial-level departments, agencies and mass organizations that are members of the Summer Activities Steering Committee have solutions to actively support districts and cities to organize summer activities.

1. Provincial Youth Union:

– Being the standing body of the Steering Committee, helping the Steering Committee to monitor, urge, inspect and summarize the results of the implementation of the plan in localities and units.

– Advising the Provincial People's Committee, the Steering Committee for summer activities of Ninh Thuan province to implement the Program Project "Semester in the Army" and "Learning to be a Police Soldier" for the period of 2023-2030; directed the Children's House to organize the Provincial Children's Summer Camp and gifted and skill classes, focusing on swimming skills and drowning prevention skills for children.

- Directing all levels of Youth Union, Association and Team to actively coordinate with relevant departments, agencies and mass organizations to advise the People's Committee of the same level to effectively deploy summer activities in their localities and units; strongly launched the youth volunteer summer movement, focusing on improving the quality of summer review, and at the same time promoting the work of mobilizing students to graduate...; movement "volunteer pink scarf"; Volunteer campaign "Red phoenix flower" among the teachers who are in charge of the Team, the school's Union officer.

– Actively coordinate in organizing gratitude activities, volunteering activities, candlelight programs to show gratitude and pray for heroes and martyrs at the provincial martyrs cemetery on the occasion of Invalids and Martyrs' Day (July 27).

2. Department of Education and Training:

- Instruct educational institutions to coordinate with the Youth Union of the same level in handing over students to local summer activities and receiving results of students' summer activities; praise students and students who participate well and have an evaluation form for students who do not participate in summer activities.

- Directing educational institutions to open schools, classrooms, libraries, as well as supplementing comic books, books, and textbooks to serve students' needs for fun, knowledge, and summer cultural review; organize summer activities in schools, at the same time strengthen and promote activities of clubs, groups, groups, academic clubs of the school during the summer.

- Directing the Education and Training Departments of districts, cities and affiliated schools/centers to coordinate with relevant agencies and departments and create favorable conditions for the work of the Youth Union and Team in the summer vacation; select and create conditions for students to participate in Children's Summer Camps and summer activities organized by provincial agencies and units...

3. Department of Culture, Sports and Tourism:

- Directing units in the industry to coordinate with other departments, branches, mass organizations, especially the Youth Union at all levels, to organize cultural, artistic, entertainment and entertainment activities in the locality; launched a body training movement following the great Uncle Ho's example, organized training courses on safe swimming skills for children.

– Introduce historical landmarks, revolutionary relics, amusement spots for children. Organizing mobile art performances, thematic exhibitions, organizing summer book storytelling contests for children; organize mobile library vehicles to communes in extremely difficult areas of the province.

4. Department of Labor, War Invalids and Social Affairs:

Coordinating in implementing and organizing the Launching Ceremony of Summer Activities associated with the launch of "Action Month for Children"; organize a meeting and dialogue program between provincial leaders and children; organize a workshop to propose solutions to limit accidents, injuries, drowning, child abuse; open training courses on prevention and control of child injury, drowning and abuse; advise provincial leaders to visit and give gifts on the occasion of International Children's Day (1/6); To assume the prime responsibility for, and coordinate with relevant sectors in, organizing peak patrols, control and propaganda campaigns against HIV/AIDS, drugs and prostitution; promptly handle the use of child labor in the province, prevent abuse of labor exploitation, torture and ill-treatment of children, ensure children's right to participate in summer activities.

5. Department of Health:

Directing hospitals in the province to create all favorable conditions for the Provincial Young Doctors Association to organize volunteer activities for community health in the summer. Promote the prevention and control of the Covid-19 epidemic. Organize free medical examination and treatment programs for children, people from policy families, poor households, especially patients after contracting Covid-19; organize propaganda activities, take care of community health, protect children's health, adolescent reproductive health, prevent summer diseases and propagate food hygiene and safety; Strengthen training on first aid for water accidents and injuries.

6. Department of Home Affairs:

The professional manual stipulates the scope, subjects and criteria for units to have the basis to consider and submit to reward levels. Monitor the performance of the units to include in the year-end emulation assessment.

7. Department of Finance:

Responsible for guiding the management, use, payment and settlement of summer activities to agencies, units and localities upon request.

8. Department of Natural Resources and Environment:

Coordinating in implementing and organizing World Environment Day, World Oceans Day... Coordinated to organize training courses for Youth Union officials, grassroots associations, propagandists and Youth Shock Teams on a number of skills, professions and basic contents related to protection of natural resources and environment.

9. Department of Agriculture and Rural Development:

Organizing training courses on science and technology transfer, equipping OCOP knowledge and building economic development models for rural youth, disease prevention, livestock, seedlings; to organize propaganda activities to prevent forest fires in the summer; Increase the installation of danger signs in ponds, lakes, rivers, streams, mineral mining areas, etc.

10. Department of Science and Technology, Department of Information and Communication:

Having a plan to support young people to actively research and apply Science and Technology in learning, start a creative business; have a plan to foster and train children with computer aptitudes; widely launched the youth creative movement in the whole province.

11. Provincial Police, Provincial Military Command, Provincial Border Guard Command:

Actively and in coordination with relevant functional sectors strengthen propaganda and education on the law, Decrees on prevention of social evils, drugs and traffic order and safety, etc. Strengthen patrolling, control, ensure security, order and traffic safety, in order to create a healthy environment for students to participate well in summer activities. Actively coordinate to well implement the "Semester in the Army" and "Learning to be a Police Soldier" Program in 2023; directing grassroots units to develop plans to ensure security and order at summer activities spots in residential areas.

12. Provincial Radio and Television Station, Ninh Thuan Newspaper:

– Organizing extensive propaganda on summer activities, focusing on propaganda on prevention of accidents, injuries, drowning, prevention of child abuse; recording, broadcasting and reporting summer activities, the Program "Semester in the Army" and "Learning to be a Police Soldier" in 2023; increase entertainment programs for children in the summer.

– Reporting and introducing typical summer activities models; information on cases of young people in difficult circumstances and in need to call for help.

13. Request the Provincial Vietnam Fatherland Front Committee and provincial associations and mass organizations:

Based on the functions and tasks of agencies and units implementing the Plan; promote propaganda and education to raise awareness and skills on child protection, care and education and the exercise of children's rights, and propagate traditional and historical education for young people; mobilize union members, members and people to well perform child care, prevent and control the Covid-19 epidemic and summer diseases; mobilize parents to create conditions and take their children to participate in summer activities and sports, cultural and cultural activities organized by the locality. Mobilize resources to award scholarships to students with difficult circumstances.

- Strengthen supervision and criticism of the implementation of children's rights, and deal with violations of children's rights.

14. People's Committees of districts and cities:

– Formulate and direct communes, wards and townships to effectively implement the Summer Activity Plan 2023 in accordance with the actual local conditions.

- Allocate funds to ensure good implementation of summer activities; at the same time, actively socialize and mobilize resources to organize summer activities in localities and units effectively.

– Organize summer camps with activities for fun, entertainment, culture, arts, social security, etc. to serve children in the summer.

- Directing and creating conditions for the Steering Committee of Summer Activities at the same level to actively participate in activities organized by the Provincial Steering Committee for Summer Activities and departments and agencies. At the same time pay attention to directing and creating favorable conditions for the Youth Union of the same level to well organize the summer youth volunteer campaign; participate in a summer camp organized by the province.

– Strengthen the inspection, supervision and timely reporting of the implementation results of their localities; proactively comment, evaluate and reward individuals and groups with outstanding achievements in summer activities in 2023.

15. Reporting mode:

The Steering Committee for Summer Activities requested the leaders of provincial-level departments, agencies, mass organizations, People's Committees of districts and cities and members of the Provincial Steering Committee of Summer Activities to actively develop a plan to carry out tasks in accordance with the actual situation at their agencies and units. During the implementation process, if any problems arise, promptly report them to the Provincial Youth Union (Steering Committee Standing Body) to report to the Head of the Summer Activities Steering Committee for consideration and direction.
