At the conference, the representative of the Inspection Team announced Plan No. 44-KH/BCĐTW, Decision No. 45-QD/BCĐTW, dated May 28, 2024 of the Central Steering Committee on Anti-Corruption and the inspection program in Lang Son province. Accordingly, the Inspection Team will inspect the leadership, direction and organization of the implementation of the coordination mechanism to detect and handle corruption and negativity through inspection, audit, investigation, prosecution, trial and execution of judgments of the Standing Committee of Lang Son Provincial Party Committee in recent years.
According to the report at the conference, every year, the Standing Committee of Lang Son Provincial Party Committee has issued an inspection and supervision program, including the content of inspection and supervision of the leadership, direction, and organization of the implementation of regulations on anti-corruption in general and the coordination mechanism for detecting and handling corruption and negativity through inspection, audit, investigation, prosecution, trial, and execution of judgments in particular; directing Party committees at all levels to strengthen inspection and supervision of the implementation of the coordination mechanism.
During the reporting period (from April 1, 2021 to March 31, 2024), the Provincial Party Standing Committee conducted 6 inspections and supervisions of 6 party organizations; the Provincial Steering Committee for Anti-Corruption conducted 9 inspections and supervisions of 13 agencies and organizations; the Provincial Party Committee's Internal Affairs Commission conducted 10 inspections and supervisions of 10 party organizations, mainly on the implementation of Directive No. 26-CT/TW dated November 9, 2018 of the Politburo on strengthening the Party's leadership over law enforcement agencies in the investigation and handling of cases and incidents; implementing Directive No. 05-CT/TU, dated May 12, 2021 of the Provincial Party Standing Committee on strengthening the work of preventing and combating corruption and waste in the province for the period of 2021 - 2025, implementing the Conclusions of the Provincial Party Standing Committee, the Standing Committee of the Provincial Party Committee, the Steering Committee and the Standing Committee of the Provincial Steering Committee for Anti-Corruption and Wastefulness for cases and incidents under the supervision and direction of the Steering Committee...
The authorities have conducted 111 inspections and supervisions on anti-corruption work, on the performance of public duties... all of which have contents related to the implementation of the coordination mechanism. After the inspections and supervisions, notices of inspection and supervision conclusions were issued, pointing out the shortcomings and limitations and requesting agencies and units to seriously overcome them...
At the conference, members of the working delegation, comrades in the Standing Committee of Lang Son Provincial Party Committee, and leaders of relevant sectors discussed and clarified the implementation of the coordination mechanism to detect and handle corruption and negativity through inspection, auditing, investigation, prosecution, trial, and execution of judgments in the province in recent years.
Speaking at the conference, the Head of the Inspection Delegation affirmed: This inspection is an annual activity of the Central Steering Committee on Anti-Corruption. In 2024, the Central Steering Committee has chosen to conduct a thematic inspection of the leadership, direction, and organization of the implementation of the coordination mechanism for detecting and handling corruption and negativity through inspection, audit, investigation, prosecution, trial, and execution of judgments in 12 provincial and municipal Party Committees, including Lang Son province.
The Head of the Inspection Team requested: The members of the team should conduct the inspection with focus, key points, in accordance with the assigned responsibilities and tasks; comply with regulations on information and document confidentiality. Request the Standing Committee of Lang Son Provincial Party Committee to direct the inspected agencies and units to arrange the working members as required; provide complete and timely relevant records and documents, supplement reports, explain and clarify issues as requested by the inspection team.
On behalf of the Provincial Party Standing Committee, the Provincial Party Secretary and Head of the Provincial Steering Committee for Anti-Corruption clarified the contents of the inspection delegation's concern, and at the same time accepted the instructions of the Head of the delegation and the opinions of the members of the inspection delegation.
The comrade assigned the Provincial Party Committee's Internal Affairs Committee and the standing agency of the Provincial Steering Committee for Anti-Corruption to closely coordinate with agencies and units to provide full contents as requested by the delegation, and strictly implement the inspection plan and program of the Central Steering Committee for Anti-Corruption.
According to the plan and program, the Inspection Team will work with agencies and units including: Provincial Party Committee Inspection Committee; Provincial Police; Provincial Customs Department; Market Management Department; Provincial Tax Department; Provincial Inspectorate; Provincial People's Procuracy; Provincial People's Court; Provincial Civil Judgment Enforcement Department; Forestry Sub-Department; Lang Son City Party Committee; Huu Lung District Party Committee.
