Issuing a set of indicators to assess digital transformation of cultural, sports and tourism units

The Ministry of Culture, Sports and Tourism has issued Decision No. 3708/QD-BVHTTDL promulgating a set of indicators to assess digital transformation of state management units and public service units serving state management functions under the Ministry of Culture, Sports and Tourism.

The Digital Transformation Index (DTI) was issued to monitor, evaluate in a substantial, objective and fair manner the annual digital transformation results of the units under the Ministry; Evaluate the annual digital transformation implementation status to promote digital transformation in the units under the Ministry. At the same time, determine the scale and evaluation method for the main indicators and component indicators, thereby determining the DTI value of the Ministry. In addition, the index also contributes to discovering typical examples and good digital transformation models for replication, creating a movement to implement digital transformation throughout the industry.

The index is built on the principle of closely following the requirements of the National Digital Transformation Program, the Project "determining the index set to assess digital transformation of ministries, ministerial-level agencies, government agencies, provinces, centrally run cities and the country" in Decision No. 922/QD-BTTTT dated May 20, 2022. The index is open and can be updated in accordance with the actual situation each year; at the same time, the index is practical and feasible in application.

The index consists of 07 groups of criteria.

The structure of the Index includes 07 component criteria groups: General information; Digital awareness; Digital institutions; Digital infrastructure; Digital human resources; Network information security; Digital transformation activities.

Regarding the assessment scale, the assessment scale for units with administrative procedures is 640 points; the scale for units without administrative procedures is 500 points.

The evaluation method and procedure are carried out in 2 steps.

Step 1, the unit self-assesses with the component indicators provided by the agency, the unit and self-assesses are shown in the "Self-assessment score" section on the Software. The reporting and assessment data of the agency, the unit according to each component indicator will be entered by the unit into the Software and the score will be automatically calculated. This score is automatically changed continuously according to the data update period. The agency, the unit can track the change in its score every time there is new data of the component assessment indicators updated into the Software.

Step 2, Information Technology Center evaluates. Information Technology Center will independently evaluate the component indicators with data through information systems. The self-assessment score of the agency or unit is chaired by Information Technology Center, in coordination with relevant agencies for review, recognition or adjustment if necessary. The score results decided by Information Technology Center are shown in the "Information Technology Center Evaluation" section on the Software.

Announce the evaluation results on the Ministry's Electronic Information Portal

The announcement of the Ministry's DTI assessment results is conducted and announced annually by the Information Technology Center. The assessment and ranking results are publicly announced on the Ministry's electronic information portal at: https://bvhttdl.gov.vn.

To implement, the Ministry of Culture, Sports and Tourism assigns the Information Technology Center to annually develop an implementation plan to determine the level of digital transformation; monitor, urge and guide implementing units to review, collect data, evaluate and self-score according to the Digital Transformation Index of state management units and public service units serving state management functions under the Ministry.

At the same time, periodically every year in the fourth quarter, take the lead in coordinating with units under the Ministry and related units to organize assessment, ranking, submit to the Ministry's leaders for approval and publicly announce the digital transformation results of state management units and public service units serving state management functions under the Ministry according to regulations.

Along with that, the Ministry of Culture, Sports and Tourism assigns state management units and public service units serving state management functions under the Ministry to be responsible for updating, synthesizing accurately, promptly, completely and being responsible for the data provided.
