On the morning of June 12, according to new information received from the Ha Tinh Department of Finance, Chairman of the Ha Tinh Provincial People's Committee Vo Trong Hai has just signed and issued Decision No. 28/QD-UBND/8-6-2023, promulgating the list of centrally purchased assets. This is an important decision, resolving the "bottleneck" in bidding for medical and educational equipment for a long time in the whole province.
Accordingly, this Decision completely abolishes Decision No. 172/QD-UBND dated January 14, 2019 of Ha Tinh People's Committee promulgating the list of centrally purchased assets in the province.
Specifically, Decision No. 28, which has just been issued, clearly states: The list of assets to be centrally purchased in the province includes: Office equipment (desktop computers; laptop computers; photocopiers) with a purchase estimate of over VND 200,000,000 (Two hundred million VND)/asset package for each unit in need of purchasing assets.

For assets not subject to centralized procurement as stipulated in Decision 28/QD-UBND: The procurement and selection of contractors to supply assets shall be carried out in accordance with the provisions of the law on management and use of public assets, the law on bidding and relevant specialized legal provisions.
The source of centralized procurement funding is the funding source stipulated in Clause 1, Article 70 of Decree No. 151/2017/ND-CP dated December 26, 2017 of the Government detailing a number of articles of the Law on Management and Use of Public Assets. Specifically: Funding allocated by competent agencies and persons to the annual budget of agencies, organizations and units; Sources of national bonds, government bonds, and local government bonds; Funding sources for programs and projects using ODA capital; Aid and sponsorship sources from domestic and foreign organizations and individuals from the State budget where the sponsor does not have a procurement requirement different from the provisions of Decree No. 151/2017/ND-CP; Funding sources from the State financial fund outside the budget according to the provisions of the State Budget Law and guiding documents on the State financial fund outside the budget; Funding from the fund for developing public service units' career activities is guaranteed by the State for regular expenditure.
Public health facilities have been struggling for months due to a severe shortage of medical supplies and biological chemicals.
In addition to the centralized procurement funding sources prescribed above, the Chairman of the People's Committee of Ha Tinh province decides to use funding sources from the Development Fund for Public Service Activities of public service units that partially self-insure regular expenses to ensure the effectiveness of centralized asset procurement.
For centrally purchased asset packages in cases where the centralized purchasing unit has issued bidding documents but has not opened the bid or has opened the bid and has a winning bidder before the effective date of Decision 28, the centralized purchasing procedures and processes shall continue to be implemented according to regulations.

Notably, the serious lack of medical supplies and biological chemicals also causes difficulties and emergencies in medical examination and treatment at public health facilities. Faced with this situation, the Ha Tinh Department of Finance, provincial leaders and specialized agencies have held many meetings to find solutions to urgently "solve" this urgent problem.
