The Standing Committee of Hai Duong Provincial Party Committee gives opinions on commune and ward names associated with place names, history and culture.

Comrade Secretary of Hai Duong Provincial Party Committee Tran Duc Thang chaired a thematic meeting of the Provincial Party Committee Standing Committee and the Steering Committee to implement the project of rearranging and reorganizing commune-level administrative units of Hai Duong province on considering and selecting names for commune-level administrative units after the rearrangement.

On the morning of April 23, the Standing Committee of the Provincial Party Committee and the Steering Committee for the implementation of the Project on rearrangement and reorganization of commune-level administrative units of Hai Duong province met to consider and select names for commune-level administrative units after the rearrangement.

Comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the meeting.

Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu gave specific comments on some proposed names of communes and wards and noted that the implementation of collecting voters' and people's opinions must be very urgent and thorough.

At the meeting, after listening to the report proposing a plan to adjust the names of 64 commune-level administrative units after the rearrangement, provincial leaders discussed and gave comments on the proposed names of each locality.

The proposed commune and ward names are carefully selected, associated with famous places, cultural celebrities, geographical locations, traditional and cultural values, with specific interpretations and especially are expected to receive high consensus and support from the people.

Chairman of the Provincial People's Committee Le Ngoc Chau suggested carefully studying the names of communes and wards after the rearrangement because this will have significance for hundreds of years.

Concluding the meeting, Secretary of the Provincial Party Committee Tran Duc Thang commended and acknowledged the localities, units, members of the Provincial Party Committee Standing Committee, and provincial leaders for focusing on researching and proposing appropriate, familiar names, associated with local places, history, culture, and convenient for the people.

Immediately after the meeting, agencies and units need to focus on implementing tasks, urgently completing, implementing synchronously, ensuring quality, progress as set out and on schedule to organize the Provincial Party Executive Committee Conference, the Provincial People's Council session to approve, and complete the project to submit to the Central Committee before May 1 as required.

For issues arising during implementation, local leaders promptly report to the member of the Provincial Party Committee in charge, report to the Provincial People's Committee and the Steering Committee for the implementation of the Project on rearranging and reorganizing commune-level administrative units of Hai Duong province for timely, reasonable and sympathetic resolution.

Emphasizing that this is an important task, Provincial Party Secretary Tran Duc Thang requested localities and units to focus on propaganda work, proactively listen to and absorb opinions and create consensus among the people.

Ninh Giang District Party Secretary Pham Van Khanh spoke about the propaganda and consultation of voters on the new naming plan.

As reported, on April 22, the Standing Committee of Hai Duong Provincial Party Committee directed the research, selection and proposal of names for commune-level administrative units after the arrangement, associated with long-standing place names, typical celebrities, in accordance with traditional, historical and cultural factors of the locality and approved by the people (instead of the planned naming after the name of the district, city, town associated with the serial number).

The direction of the Standing Committee of the Provincial Party Committee was highly agreed upon by voters and people, showing that the leaders of the Provincial Party Committee, People's Council, and People's Committee listened to voters' opinions, considered, grasped, and applied reasonable methods from other localities. This not only demonstrated the spirit of openness but also demonstrated courage and decisiveness in direction and management.

Resolution No. 76 dated April 14 of the National Assembly Standing Committee on the arrangement of administrative units at all levels in 2025 states: the name of a commune-level administrative unit must be easy to read, easy to remember, concise, ensure systematicity, scientificity, be consistent with the historical and cultural traditions of the locality and be supported by the local people.

This resolution, as well as the previous suggestion of the Ministry of Home Affairs, also mentions the encouragement of naming commune-level administrative units according to serial numbers or according to the names of district-level administrative units (before arrangement) with serial numbers attached to facilitate digitization and updating of information data.

Why is it encouraged to name the old district-level administrative units? That is because when organizing the 2-level local government model, the district names will no longer exist. Keeping the district name makes it easier to delimit the communes in the same old area, and to update information data. This is also a way to remember the name of a larger land that once existed in the hearts of many generations.

However, when associated with numbers, the new commune and ward names in this way do not ensure the first requirement, which is "easy to remember", "consistent with the historical and cultural traditions of the locality" and "supported by the people".

Therefore, changing and naming new communes and wards in association with places, history, culture, and famous people is a more suitable way, has long-term value, and creates higher consensus.
