(GLO)- Deputy Prime Minister Tran Hong Ha requested the Ministry of Education and Training to proactively implement solutions to ensure adequate textbooks and prevent shortages of textbooks for the new school year 2023-2024.

On May 15, the Government Office issued Notice No. 176/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on tuition fees and textbooks for the new school year.

Textbooks for the new school year are an important issue that parents, students, schools and society are very concerned about, especially when preparing to enter the new school year. Therefore, the Deputy Prime Minister requested the Ministryof Education and Training to proactively implement solutions to ensure adequate textbooks, avoid shortages and shortages of textbooks for the new school year 2023-2024; promptly inform about the progress of printing and distributing textbooks for all classes to reassure the people and create social consensus.

The Ministry of Finance reviews and provides information on the results of declared prices of textbooks for grades 4, 8 and 11 according to the new general education program so that localities can choose and register their needs to purchase textbooks in a timely manner.

Research appropriate roadmap, soon apply tuition policy in the direction of correct and sufficient calculation

Regarding tuition fees, the Ministry of Education and Training focuses on implementing Resolution No. 74/NQ-CP of the Government; presides over and coordinates with the Ministry of Justice, the Ministry of Finance, the Ministry of Labor, War Invalids and Social Affairs and relevant agencies to urgently amend and supplement Decree No. 81/2021/ND-CP dated August 27, 2021 according to simplified procedures and submits to the Government before May 30, 2023 so that localities and educational and training institutions have a basis to decide on the time and level of tuition fees for the 2023-2024 school year.

In particular, it is necessary to make a fundamental, comprehensive and holistic assessment to propose policies and roadmaps for tuition collection for preschool and general education that are suitable to people's ability to pay. At the same time, there are support mechanisms for policy beneficiaries, the poor, the disadvantaged, and those in difficult areas to ensure the implementation of the humane and superior policies of the Party and State in universalizing preschool, primary and secondary education.

Continue to promote the socialization of education and autonomy for public preschool and general education institutions in areas with favorable conditions; focus the state budget on investing in educational development in disadvantaged areas, mountainous areas, remote areas, ethnic minority areas, and islands; compensate for the increased tuition fees of public preschool and general education for policy beneficiaries, disadvantaged and vulnerable groups; ensure regimes, policies, and income for teachers in these areas.

For university and vocational education tuition fees, research an appropriate roadmap and promptly apply tuition fee policies in the direction of correct and adequate calculation to promote and improve the quality of university and vocational education.

At the same time, deploy appropriate support mechanisms and policies (scholarships, tuition exemptions and reductions), allocate funds from target programs; implement preferential credit programs for students; human resource ordering mechanisms of ministries, branches, organizations, enterprises... to avoid reducing opportunities to enter universities, especially high-quality universities for policy beneficiaries, poor but excellent students, disadvantaged people...
