At the regular press conference for January 2026, organized by the Ministry of Agriculture and Environment on the morning of February 5th, regarding the implementation of Decree No. 49/2026/ND-CP in the field of land, Mr. Mai Van Phan, Deputy Director of the Land Management Department, stated that along with perfecting institutions and policies, the drafting agency paid special attention to ensuring the smooth operation of administrative procedures for citizens and businesses.

Decree No. 49/2026/ND-CP, issued by the Government on January 31, 2026, aims to concretize Resolution No. 254 of the National Assembly . Throughout the drafting and implementation process of the decree, the Government, particularly Deputy Prime Minister Tran Hong Ha, repeatedly directed localities to thoroughly decentralize power to the commune level, while also requiring the preparation of complete administrative procedures so that when the decree takes effect, the receipt and processing of applications will not be interrupted or delayed.
Following this directive, immediately after Decree 49 was issued, the Ministry of Agriculture and Environment promptly issued Decision No. 445 announcing the list of administrative procedures in accordance with the law; and at the same time issued a document guiding localities to organize the implementation and announcement of administrative procedures under their authority.
Simultaneously, the Land Management Department issued Official Letter No. 303 guiding the Departments of Agriculture and Environment to implement Decree 49 uniformly nationwide. According to a representative of the Ministry, the implementation steps are being carried out synchronously and continuously, ensuring maximum convenience for people and businesses when carrying out land-related procedures.
Notably, the Ministry of Agriculture and Environment has closely monitored the implementation in localities since the decree came into effect. After about four days of implementation, the Ministry received feedback on difficulties from three localities: Vinh Long, Lai Chau, and An Giang.
"The issues that arose have been promptly addressed by the Ministry and specialized departments, not only through guidance documents but also through direct exchanges and work with localities, to ensure that the implementation of the decree is not interrupted," said Mr. Mai Van Phan.
Representatives from the Ministry of Agriculture and Environment emphasized that land-related issues have a direct and far-reaching impact on national defense, security, and socio-economic development. Therefore, any difficulties or obstacles encountered during the implementation of Decree 49 must be addressed immediately and decisively, without delay, to avoid affecting the legitimate rights of citizens and businesses, and the overall development of the locality.
