On February 6th, the Hanoi People's Committee issued Official Document No. 355/UBND-KTTH regarding the implementation of Directive No. 47/CT-TTg dated December 24, 2024, of the Prime Minister, aimed at strengthening management, improving the efficiency of use, and handling of houses and land at state-owned enterprises.

Accordingly, the People's Committee of Ho Chi Minh City requests that all state-owned corporations, limited liability companies with 100% state capital, and joint-stock companies with more than 50% state capital under the city's management seriously implement the contents of Directive No. 47/CT-TTg.

To ensure the proper and effective management, use, and handling of houses and land, and to prevent losses and waste, the People's Committee of Ho Chi Minh City has assigned specific tasks to relevant departments and agencies, such as the Department of Natural Resources and Environment, to advise the People's Committee on the recovery of land from businesses that misuse it, lease or lend it illegally, fail to fulfill financial obligations, allow land to be encroached upon, or fail to put it into use according to schedule.

The Department of Planning and Investment needs to review and advise on handling investment projects using land by state-owned enterprises that are behind schedule or operating inefficiently.

The Department of Finance needs to take the lead in coordinating with relevant units to receive houses and land that have been approved by competent authorities for recovery and transfer to local management, ensuring quick implementation and avoiding waste; and advise the City People's Committee on approving land use plans when privatizing enterprises in accordance with the law.

In addition, the Hanoi People's Committee also requested state-owned enterprises in the city to strictly comply with the regulations of Directive No. 47/CT-TTg, ensuring efficient land use, preventing loss of public assets, and contributing to improving the operational efficiency of enterprises and the socio-economic development of the capital city.
