| In the whole of Bao Loc city, there are still 38 projects that have been completed for many years but have not been accepted, settled and put into use. |
Bao Loc City People's Committee has just issued a notice of the conclusion of Mr. Ngo Van Ninh - Chairman of the City People's Committee at the working session on May 27 on removing difficulties and obstacles related to 38 completed works and projects but not yet accepted, paid, and settled. All 38 of these works and projects were pointed out by the Inspectorate of the Department of Finance of Lam Dong province in the Conclusion in October 2022.
The announcement of Bao Loc City People's Committee stated that although the locality has repeatedly urged, the investors of 38 projects have not yet completed the documents and procedures for payment and settlement; some investors have not been proactive and responsible in proposing solutions to remove difficulties and obstacles... so the implementation of the recommendations of the Department of Finance Inspectorate has been delayed and prolonged.
Therefore, the city leaders requested relevant units to speed up the implementation of acceptance, payment and settlement for these 38 projects; ensuring completion before the end of district-level activities. In particular, based on the guidance of the Department of Economic Infrastructure and Urban Areas, investors urgently complete the documents for appraisal with the spirit of appraisal as soon as it is completed. By June 12 at the latest, these 38 projects must be completed and reported to the People's Committee of Bao Loc City.
For works and projects that cannot be accepted and handed over for use to settle the completed project, investors must review and have a specific report on the causes and reasons for not implementing them and propose solutions.
In case by June 27, the projects have not yet been accepted, paid, settled and handed over for use according to regulations, the Department of Finance and Planning will advise the People's Committee of Bao Loc City to handle the transition according to regulations.
Bao Loc City People's Committee also requires investors to take full responsibility before the law if their projects are not accepted, paid, settled and handed over for use according to regulations. Any unit that lacks responsibility in handling works and projects will be seriously criticized by the City People's Committee and reviewed for individual and collective responsibility.
According to research, the 38 projects mentioned above are mainly invested by the People's Committees of Wards 1, 2, B'Lao, Loc Son, Loc Tien, Loc Phat; communes of Loc Thanh, Dai Lao, Dam Bri and Loc Nga; units such as the City Construction Investment Project Management Board, Department ofEducation and Training, Bao Loc City Children's House, Department of Internal Affairs, Tran Quoc Toan Secondary School, Hong Bang Secondary School...
Accordingly, 38 projects are arranged into groups such as: Projects with land records, legal construction records and projects with conclusions from the City Inspectorate; projects with guidance documents from the People's Committee of Bao Loc City and conclusions from the City Inspectorate.
Projects in which the investor reported that they had corrected the results of the inspection and acceptance but had not submitted the acceptance documents due to loss; the group withdrew the documents but had not resubmitted them; projects in which the investor reported missing documents, could not contact the construction supervision unit or the construction unit to supplement the documents and the construction project was not completed; projects in which the acceptance documents had been submitted but were not eligible to notify the results of acceptance.
