Storm No. 3 weakens into tropical depression, flood warning on rivers in Thanh Hoa and Nghe An

(Chinhphu.vn) - According to the National Center for Hydro-Meteorological Forecasting, on the evening of July 22, after moving deep into the Ninh Binh - Thanh Hoa region, storm No. 3 weakened into a tropical depression.

On the evening of July 22, storm No. 3 (WIPHA) weakened into a tropical depression over the mainland of Ninh Binh - Thanh Hoa provinces. From the night of July 22 to the morning of July 23, Thanh Hoa and Nghe An areas had heavy rain, locally very heavy rain with common rainfall of 40-80mm, locally over 150mm.

At 7 p.m., the center of the tropical depression was at about 20.1 degrees North latitude; 105.6 degrees East longitude, on land in the Ninh Binh - Thanh Hoa area. The strongest wind near the center of the tropical depression was level 6-7 (39-61 km/h), gusting to level 9.

Tonight, July 22, the sea area west of the Gulf of Tonkin (including the special zones of Bach Long Vi, Co To, Van Don, Cat Hai, Hon Dau and Hon Ngu islands) will have strong winds of level 6-7, gusting to level 8-9; waves 2.0-4.0m high; rough seas.

In the next 12 hours, the tropical depression will move in the West Southwest direction, at a speed of about 10km/h and gradually weaken into a low pressure area.

The National Center for Hydro-Meteorological Forecasting warns that the weather at sea and in coastal areas during the tropical depression is extremely dangerous and unsafe for any vehicles or structures operating in the danger zone such as: cruise ships, passenger ships, cargo ships, cages, rafts, aquaculture areas, dykes, embankments, and coastal routes. Vehicles are at high risk of capsizing, being destroyed, or being flooded due to strong winds, storms, whirlwinds, and large waves.

On land: Coastal areas from Quang Ninh to Nghe An have strong winds of level 6-7, gusting to level 8-9; inland areas of Hung Yen, Ninh Binh and Thanh Hoa provinces/cities have gusting to level 6-7.

From the night of July 22 to the morning of July 23, Thanh Hoa, Nghe An, southern Phu Tho and Son La will have heavy rain, some places will have very heavy rain with common rainfall of 40-80mm, some places will have over 150mm. Warning of the risk of heavy rain (>100mm/3h). Heavy rain in a short time can cause flash floods, landslides in mountainous areas, flooding in low-lying areas.

Currently, the water level of Ma River (Thanh Hoa) and Ca River (Nghe An) is rising. The water level at 7:00 p.m. on July 22 on Ma River at Hoi Xuan station was 59.14m, 0.14m above alarm level 1, on Ca River at Con Cuong station was 28.5m, 0.5m above alarm level 1.

From now (July 22) to July 25, there will be a flood on the Ma River and Ca River, with flood amplitudes rising from 3-8m on the rivers. Especially in the upper reaches of the Ca River, it will reach level 2-3, and the flood peak in the lower reaches of the Ca River will be at level 3.

High risk of flooding in low-lying areas along rivers, urban areas, and residential areas in Thanh Hoa and Nghe An provinces (especially widespread flooding in the downstream area of the Ca River); flash floods and landslides on steep slopes in mountainous areas of Thanh Hoa and Nghe An.

According to the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment), as of 5 p.m. on July 22, several provinces have recorded damage to houses, rice fields, and dike incidents due to the impact of storm No. 3.

Regarding agriculture, 107,217 hectares of rice fields were flooded. Of these, 26,000 hectares were in Hung Yen province, 74,017 hectares in Ninh Binh province, and 7,200 hectares in Thanh Hoa. Currently, Hung Yen, Ninh Binh, and Thanh Hoa provinces are operating pumps to drain water and prevent flooding.
