Protecting the Party's ideological foundation in the new situation. Lesson 3

Under the guiding light of the Party, the achievements we have made in Party building and national development are immense, something that any patriotic Vietnamese person is always proud of. However, alongside these achievements, opportunities, and advantages, we also face many intertwined difficulties and challenges.

Combining "construction" and "defense".

Amidst these challenges, it is particularly concerning that the subversive activities of hostile forces are becoming increasingly fierce and intense. Therefore, strengthening the protection of the Party's ideological foundation and combating and refuting erroneous views and distorted arguments is a particularly important task in the work of Party building and rectification. This task is defined in Resolution 35-NQ/TW dated October 22, 2018, of the Politburo of the 12th Party Congress. Resolution 35 clearly states: "Protecting the Party's ideological foundation means protecting the Party, its political platform and guidelines; protecting the people, the socialist rule of law; protecting the country's renovation, industrialization, modernization, and international integration; protecting national and ethnic interests; and maintaining a peaceful and stable environment for national development."

In Binh Thuan , following the Politburo's Resolution 35, the Provincial Party Standing Committee quickly concretized the tasks and solutions identified in the resolution through Plan 162 for implementation. In that spirit, departments, agencies, the Fatherland Front, mass organizations, and localities focused on implementation and achieved many positive results. The Provincial Police's Steering Committee 35 reported that monitoring shows that hostile forces' subversive activities on the ideological front are very intense, increasing in intensity and spreading across all areas of social life. They often exploit emerging issues in the country and localities to organize propaganda activities against the Party's leadership and the State's administration. Their goal is to undermine the people's trust in the Party, the State, and the socialist regime, and to sow discord within the national unity.

Some of the rhetoric they have recently used to distort the truth on social media includes: that the struggle against invasion and for national independence is a "civil war," "fratricide," or "internal conflict." Or, on the Day of War Invalids and Martyrs (July 27th), when the whole country turns to the martyrs' cemeteries to respectfully offer incense and express gratitude for the immense contributions of the heroes who fell for the independence of the nation, hostile and reactionary forces smear it with the rhetoric: "The sacrifices of the heroes and martyrs are unnecessary and meaningless in the formation of the communist regime." These are distorted, provocative, and denials of the immense sacrifices of the heroes and martyrs and those who contributed to the revolution. Therefore, we must maintain a high level of vigilance and resolutely fight against, refute, and prevent such rhetoric.

Important, regular work

According to the Steering Committee 35 of the Provincial Police, the subversive activities of hostile forces pose many demands on the police force in general, and the Binh Thuan Provincial Police in particular, in implementing Resolution 35 of the Politburo, and present new requirements and tasks for police work. Based on closely following the direction of the Ministry of Public Security and the Provincial Party Standing Committee on the implementation of Resolution 35, the Provincial Police have implemented many measures and solutions to protect the ideological foundation of the Party in the new situation. From 2018 to the present, the Provincial Police have prosecuted 4 cases/4 defendants, including 3 cases/3 defendants for the crime of abusing democratic freedoms to infringe upon the interests of the State, the legitimate rights and interests of organizations and individuals; imposed administrative penalties on 45 cases, and summoned 100 cases for warning…

Commenting on this issue, Comrade Nguyen Hoai Anh - Alternate Member of the Central Committee of the Party, Standing Deputy Secretary of the Provincial Party Committee, and Head of the Provincial Steering Committee 35-16 - stated that after 5 years of implementing Resolution 35, the awareness and responsibility of Party committees, government agencies, the Fatherland Front, and mass organizations, as well as cadres and Party members, regarding the protection of the Party's ideological foundation and the fight against and refutation of erroneous and hostile viewpoints have been increasingly enhanced. In particular, many people have developed the ability to react to harmful and toxic information and refute it with sharp commentary, reporting it to relevant authorities for appropriate action. Official information has been increasingly provided through media and social networks, contributing to guiding public opinion and refuting false, distorted, and hostile information. Efforts to detect, combat, handle, and refute false, harmful, and toxic information have also yielded many positive results, especially in combating individuals who post false information on social media.

Comrade Nguyen Hoai Anh stated that the implementation of political, social, and national defense and security tasks in the locality still has some limitations and shortcomings, especially in state management of the environment and land. There is a situation where some cadres and Party members have not regularly cultivated and trained themselves, leading to violations of Party and State regulations. These limitations and loopholes have been thoroughly exploited by reactionary elements, political opportunists, and disgruntled individuals to slander Party committees and authorities, and distort the correct policies of the Party, State, and Binh Thuan province. It is predicted that in the coming time, hostile forces and disgruntled political opportunists will continue to intensify their subversive activities, distorting the Party's policies and the State's laws, slandering the leadership of the Party and State, distorting Marxism-Leninism and Ho Chi Minh Thought, and inciting internal divisions and divisions within the national unity. Therefore, protecting the Party's ideological foundation plays a crucial role in the work of building and rectifying the Party and the political system; this is a regular, continuous, and never-ending task.

To effectively accomplish this task, the Standing Deputy Secretary of the Provincial Party Committee emphasized that, first and foremost, Party committees and organizations must strengthen the dissemination of the task of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints to cadres, Party members, union members, association members, and the people. This will help each individual better understand the Party's policies and guidelines and enhance their sense of responsibility in protecting the Party's ideological foundation. This process must also effectively build and rectify the Party and the political system to be truly clean and strong, in conjunction with studying and following the thoughts, ethics, and style of Ho Chi Minh.

At the same time, better care should be given to the people's lives; focus on resolving pressing issues; and effectively carry out state management, especially in areas prone to corruption, misconduct, and public grievances, including land management. Strengthen propaganda and education on revolutionary ideals, patriotism, national pride, and faith in the path to socialism in our country through appropriate methods for each target group. Diversify forms of propaganda and education; promptly disseminate official information and spread positive information. Emphasize equipping cadres, Party members, Youth Union members, association members, and the people with the ability to protect themselves against the schemes and tactics of hostile forces, reactionary elements, disgruntled individuals, and political opportunists. Regularly review and promptly detect and handle information that distorts and undermines the Party and the policies for building Binh Thuan province according to regulations.
