Continuing to reorganize the structure and improve the capacity and efficiency of forestry management, especially for the forces directly assigned tasks, and ensuring that localities with large forest areas meet the requirements and tasks is crucial. Alongside this, it is necessary to ensure the conditions for the operation of forest rangers and specialized forest protection forces; and to have specific policies to attract personnel to work in forestry. This is one of the requirements of the Central Party Secretariat for Party committees, organizations, and governments at all levels to focus on in order to accelerate the implementation of Directive No. 13-CT/TW.

Based on the bottlenecks, limitations, and shortcomings in forest management and protection over the past period, all levels from the central to local governments have proposed decisive solutions to create a strong shift in awareness of the role and importance of forests.
In Binh Thuan province , the Ta Kou Nature Reserve (Ta Ku Nature Reserve), located in the south of Ham Thuan Nam district, has a total forest and forestry land area of 10,447.62 hectares. Over the past period, thanks to the leadership and guidance of the Party committee and government, and the coordination of various organizations, forest management and protection have been prioritized. The goal is to effectively protect the entire existing forest area, control and prevent, and ultimately eliminate, activities that harm and reduce forest resources and biodiversity. The unit also aims to intensify widespread propaganda and education on forest management, protection, and development, and biodiversity conservation. The aim is to create a strong shift in awareness and sense of responsibility among officials, Party members, and the local community.
In My Thanh, a predominantly ethnic minority commune in Ham Thuan Nam district, there are currently two forest management units: the Song Mong - Ka Pet Forest Management Board and the Nui Ong Nature Reserve Management Board, with 137 households contracted to protect the forest. Recognizing the crucial role of officials in forest management and protection, the Party Committee and People's Committee of the commune have effectively implemented propaganda and mobilization efforts over the years to raise awareness among the people about the importance and value of forests, as well as the prohibited violations stipulated in the Law on Forest Protection and Development.

Mr. Nguyen Van Thuan (born in 1958) is a resident of Hong Phong commune, Bac Binh district. He is one of many households that have been contracted to manage the Le Hong Phong Forest Protection and Management Board since 2010, covering an area of 80 hectares. Mr. Thuan said that although he knows this job is very hard and dangerous, for the sake of making a living and his love for the forest, and his responsibility to protect his homeland's forest, he and his colleagues at the station are determined to stay and protect the forest without neglecting their duties.

The government requires a clear definition of the roles and responsibilities of various sectors, levels of government, heads of Party committees and government at all levels, and heads of agencies and units regarding the management, protection, and development of forests and the sustainable development of the forestry economy . In Binh Thuan province, to decisively implement forest protection measures, on April 26, 2024, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai signed Directive No. 04/CT-UBND on strengthening the management and protection of forests and forest land in the province. This directive requests local authorities to instruct commune-level governments to enhance their responsibilities and strictly implement State regulations on forest and forest land management and protection. Simultaneously, they are to review and compile a complete list of all areas where forest land has been encroached upon or used for purposes other than intended, in order to take appropriate action.
According to the Ministry of Agriculture and Rural Development, in 2023, authorities nationwide detected 3,327 violations affecting forests, a decrease of 5,790 cases compared to 2022. The affected forest area was over 1,000 hectares. In the first four months of 2024, 650 cases of deforestation were detected nationwide, affecting an area of 182.2 hectares, a decrease of 75.7 hectares compared to 2023. However, there were 10 cases of resistance against law enforcement officers, resulting in 13 injuries and deaths. In Binh Thuan province alone, in 2023, forest protection forces detected and processed 289 violations of the Forestry Law; 217 administrative violations were handled, and 194.43 cubic meters of various types of timber were confiscated.
