On January 20, Lai Chau Provincial Police announced that Tan Uyen District Police had issued a decision to initiate criminal proceedings, a decision to prosecute the accused and an order to detain Ha Thi Nhan (born in 1982), principal of a kindergarten in Lao Chai Commune, Mu Cang Chai District, Yen Bai Province, for the crime of Loan sharking in civil transactions.

At the investigation agency, Ha Thi Nhan confessed that from June 2022 to February 2023, Nhan had lent money 18 times to Mr. M., director of a company in Tan Uyen district, and many individuals in Mu Cang Chai district in the form of hot loans without collateral. The agreed interest rate was from 365% to 2,555%/year. Thereby, Nhan illegally profited hundreds of millions of dong.
By June 2023, because Mr. M. was no longer able to repay the debt and did not pay interest to Nhan as agreed, Nhan hired a group of people in Lao Cai to go to Mr. M.'s house and workplace to intimidate him mentally for the purpose of debt collection.

Expanding the case, on January 16, Tan Uyen District Police executed an emergency search warrant, an emergency detention warrant, and an emergency arrest warrant against Hoang Thi Thanh Thuy (born in 1976, from Yen Bai).
At the investigation agency, Thuy confessed that from July 2020 to November 2023, Thuy had repeatedly lent money to Nhan and many individuals in Mu Cang Chai district, Yen Bai province, with interest rates ranging from 120% to 365% per year, illegally profiting over 100 million VND.
