After more than one serious, scientific, democratic, and responsible working session, the first specialized session of the 11th Provincial People's Council completed all the planned agenda items. Based on thorough research of the documents and materials presented to the session, the delegates unanimously approved 21 resolutions.

To ensure that the resolutions of the Provincial People's Council, adopted at the session, are promptly implemented in social life and guarantee effectiveness and efficiency, Comrade Nguyen Minh Dung - Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council - requested the Standing Committee of the Provincial People's Council and the Provincial People's Committee to coordinate and direct departments, agencies, and localities to actively and urgently implement, disseminate, and allocate resources, assign specific and clear responsibilities to each agency, unit, and individual, and supervise and monitor the serious implementation of the resolutions.

Accordingly, regarding the Resolution promulgating the Working Regulations of the Provincial People's Council, 11th term, 2026-2031, it is requested that provincial People's Council representatives, staff of the National Assembly Delegation and the Provincial People's Council Office, and relevant departments and agencies effectively implement the regulations on principles, responsibilities, working methods, work procedures, and working relationships of the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council, the People's Council Delegation Groups, and individual People's Council representatives. This serves as the basis for the Provincial People's Council to supervise the activities of the Standing Committee of the People's Council, the People's Council Committees, the People's Council Delegation Groups, and individual People's Council representatives; and also as a basis for voters to monitor and supervise the activities of the People's Council representatives they elected.

Comrade Nguyen Minh Dung - Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council - delivered the closing remarks at the session.

Regarding the two resolutions on public investment, the Provincial People's Committee is requested to direct specialized agencies to review each stage, each task, each project, and to accelerate the preparation of investment procedures. They should proactively resolve or propose solutions to overcome difficulties and obstacles, especially land clearance, ensuring the conditions for accelerating construction progress, completing projects early, and maximizing investment efficiency; and to promptly and accurately carry out final settlement and accounting in accordance with regulations.

Regarding the Resolution stipulating policies to support the conversion and decommissioning of fishing vessels operating in the province, the issuance of this resolution aims to promptly implement the Prime Minister 's directives on supporting the conversion and decommissioning of fishing vessels, thereby contributing to stabilizing the lives and livelihoods of vessel owners and fishermen in the province, while strengthening compliance with regulations on combating IUU (Illegal, Unreported, and Unregulated) fishing. Therefore, it is requested that the Provincial People's Committee focus on directing the immediate implementation of this resolution to gradually reduce and eventually eliminate high-risk fishing practices that harm aquatic resources and prohibited fishing methods; and encourage the conversion to environmentally friendly and responsible fishing methods, linked to the conservation, restoration, and sustainable development of aquatic resources.

Regarding the Resolution stipulating support for health insurance contributions and the policy of partially supporting the funding for information and communication activities for influential figures among ethnic minorities in the province, the implementation of the health insurance support policy for influential figures among ethnic minorities demonstrates the Party and State's concern for the health care of these influential figures, giving them more motivation and a higher sense of responsibility towards the community; actively supporting the mobilization of influential figures to participate in disseminating policies and laws to ethnic minorities, contributing to political stability and social order and security in the province. Therefore, it is requested that the Provincial People's Committee direct specialized agencies and commune-level People's Committees to actively balance resources to ensure the implementation of the policy, contributing to motivating, encouraging, and promoting the role of influential figures among ethnic minorities.

Regarding the remaining resolutions, their issuance aims to create a legal basis for implementation within the province, to concretize central government regulations, and to address practical difficulties and obstacles. Therefore, we request that the Provincial People's Committee allocate sufficient budget to ensure the full and timely implementation of these policies in accordance with the resolutions, thereby guaranteeing their effectiveness and efficiency.

The Chairman of the Provincial People's Council requested the Standing Committee of the Provincial People's Council to urgently prepare the content for the second specialized session and the second session of the 11th Provincial People's Council, term 2026-2031, in a thorough, meticulous, and high-quality manner; to coordinate with the Committees of the Provincial People's Council, the Provincial People's Council delegate groups, and the Provincial People's Council delegates to closely monitor the implementation of the adopted resolutions. Provincial People's Council delegates should continue to uphold their responsibilities as elected representatives, promptly report the results of the session to their constituents; listen to the thoughts and aspirations of voters and the people; promptly make recommendations to the Provincial People's Committee and relevant authorities for consideration and resolution; and actively and proactively research and understand the realities of life to promptly reflect and recommend to the Provincial People's Council, the Provincial People's Committee, and relevant agencies to soon have policies and mechanisms to promote socio-economic development, ensure national defense and security, and improve the material and spiritual lives of the people.
