Improve coverage rates.
According to statistics from the Social Insurance sector, by the end of 2025, the province will have 1,788,140 out of 1,865,270 people participating in health insurance, reaching a rate of 95.9% of the population, exceeding the target set by the Prime Minister and placing it among the localities with high coverage rates in the Northern Midlands and Mountains region. This number is expected to continue increasing in the first quarter of 2026, reaching 96.4%. These results demonstrate the decisive leadership and direction of the Provincial Party Committee and the Provincial People's Committee, as well as the close coordination between various sectors and localities. From the beginning of the year, the Provincial People's Committee issued numerous directives and assigned specific targets for the development of health insurance participation to each commune; and included health insurance coverage criteria in the annual performance evaluation of localities and units. Comrade Vuong Ngoc Ha, Vice Chairman of the Provincial People's Committee, emphasized: "Health insurance is not only a social security policy but also a fundamental solution to protect health and reduce the financial burden on people. Therefore, increasing the coverage rate must be implemented regularly and continuously, without interruption."

Following this directive, the Social Insurance sector of Tuyen Quang province has proactively coordinated with relevant departments, agencies, and organizations to implement a comprehensive range of solutions. Communication efforts have been reformed to be more flexible, diverse, and tailored to different target groups. From centralized communication conferences to door-to-door outreach, Social Insurance, postal , and organizational officials have directly explained to people their rights and obligations when participating in health insurance. In particular, the application of digital technology has contributed to enhancing the effectiveness of communication. Thousands of news articles, videos, and podcasts have been published on digital platforms, making it easier for people to access information. VssID has been widely deployed, allowing people to conveniently look up and use their electronic health insurance cards.
Along with that, the quality of medical examination and treatment under health insurance is constantly improving. Medical facilities from the provincial to the grassroots level have been invested in with modern equipment, administrative procedures have been reformed, and waiting times have been reduced. This creates trust and encourages people to participate in health insurance.
Another positive aspect is the government's support policy for vulnerable groups such as the poor, near-poor, and ethnic minorities. The province has proactively allocated budget and mobilized social resources to support people's participation in health insurance, contributing to an increased coverage rate.
Comrade Dinh Van Thuc, Director of the Quan Ba Social Insurance Office, stated: The Quan Ba Social Insurance Office currently manages 6 communes in Zone III, with a population of 67,837 people, 100% of whom have their health insurance premiums paid or subsidized by the State budget. Therefore, the Social Insurance agency has identified its main task as closely managing the beneficiaries and ensuring uninterrupted participation and guaranteeing their rights according to regulations. The unit strengthens coordination with the Police, Justice, Health sectors and local authorities to promptly grasp population changes such as newborns, workers returning from working away from home, or cases of changes in participation groups; issuing new and reissuing cards immediately upon occurrence, ensuring accuracy, completeness, and no omissions, contributing to maintaining a sustainable 100% health insurance coverage rate.
Untangling the knots in difficult areas
Despite positive results, Tuyen Quang province still faces numerous challenges in achieving universal health insurance coverage. According to assessments by relevant authorities, approximately 4% of the population remains unsubstituted for health insurance, primarily concentrated among self-employed workers and residents in remote areas. These groups have unstable incomes and limited awareness of health insurance policies, leading to infrequent or even interrupted participation. Furthermore, the mountainous terrain and difficult transportation also hinder outreach and awareness campaigns.
In response to this situation, the Provincial People's Committee has directed localities to specifically review each target group and develop appropriate mobilization plans. Communes are required to compile lists of people who have not yet participated in health insurance, and assign officials and organizations to directly disseminate information, mobilize support, and assist the people. One of the important solutions is to expand the network of health insurance collection agents to villages and hamlets. Post offices, women's associations, youth unions, etc., have become "extended arms" of the social insurance sector, helping people easily access the policy. At the same time, the province is also promoting the form of health insurance contributions by household, creating conditions for people to participate at a reasonable cost.
Comrade Pham Dinh Chinh, Deputy Director of the Social Insurance Department of Tuyen Quang province, said: “Our goal is not only to increase the coverage rate but also to ensure sustainability. People participating in health insurance must fully enjoy their rights, thereby creating trust and encouraging long-term participation. When rights are guaranteed, people become increasingly aware of the role of health insurance. Many cases of serious illnesses with high treatment costs have been covered by the health insurance fund, amounting to tens or even hundreds of millions of dong, helping to reduce the financial burden on families.”
Tuyen Quang province aims to achieve universal health insurance coverage by 2030. To realize this goal, the province continues to implement a comprehensive set of solutions. First, it strengthens the leadership and guidance of Party committees and governments at all levels; making health insurance coverage a crucial political task in socio-economic development. Simultaneously, it continues to improve mechanisms and policies to support the people, especially vulnerable groups. It promotes digital transformation in the health insurance sector, building a synchronized and interconnected data system across sectors. The application of technology not only enhances management efficiency but also facilitates people's participation in and enjoyment of the policy. The health sector continues to improve the quality of medical examination and treatment, ensuring people have access to the best possible healthcare services. This is a key factor in retaining health insurance participants.
With the strong determination of the entire political system, the consensus of the people, and practical and effective solutions, Tuyen Quang is gradually moving closer to the goal of universal health insurance coverage. This is not only an achievement in the field of social security but also an important foundation for improving the quality of life and sustainable development in the future.
